Terms of Reference

Role: Project Coordinator – GBV Specialist

Project: Addressing Sexual Harassment in Public Transportation Location: Amman, Jordan

Duration: One year-renewable Reports to: Program Manager

Section A: Background

Section B: Project Overview

This position is part of a project addressing the pervasive issue of sexual harassment and violence against

women and girls (VAW/G) in public transportation systems in Amman. The project collaborates with stakeholders, including the Greater Amman Municipality (GAM), Land Transportation Regulatory Commission (LTRC), Public Security Directorate (PSD), women-led CBOs, and private transportation companies. It seeks to ensure safer, inclusive public transportation for marginalized women, including

refugees and those from lower socioeconomic groups, by implementing anti-harassment policies, training, awareness campaigns, and technological solutions.

Section C:Role Purpose

The Project Coordinator will lead the implementation, coordination, and monitoring of project activities. The role requires expertise in GBV prevention and response, with a focus on addressing sexual harassment in public transportation. The Coordinator will ensure alignment with organizational strategies and donor requirements, fostering collaboration between stakeholders and beneficiaries.

 

Section D: Scope of Work

 

Project Management:

  • Develop detailed work plans, timelines, and budgets in collaboration with project teams and

partners.

  • Ensure timely and effective implementation of project activities, including anti-harassment training, community engagement, and awareness campaigns.
  • Coordinate the development and deployment of a reporting app for harassment in public transportation.

 

Stakeholder Coordination:

  • Act as the primary liaison between organisations, government entities (GAM, LTRC, PSD), private transportation companies, and women-led CBOs.
  • Organize and lead meetings, workshops, and capacity-building sessions for stakeholders.
  • Facilitate partnerships and signed agreements to ensure sustainable anti-harassment practices.

Capacity Building:

  • Oversee the training of transportation operators, bus drivers, and CBOs on GBV and anti- harassment protocols.
  • Support CBOs in implementing local outreach programs and connecting survivors to legal and psychosocial services.

Advocacy and Awareness:

  • Coordinate the design and execution of public awareness campaigns, including the "#ArrivedSafely" initiative.
  • Collaborate with media partners to disseminate anti-harassment messaging.

Monitoring and Reporting:

  • Monitor project outcomes and evaluate impact, ensuring alignment with project goals and donor requirements.
  • Prepare and submit regular reports detailing progress, challenges, and lessons learned.
  • Maintain accurate records of project activities, including beneficiary feedback and training outcomes.

Section E: Requirements and Skills Education:

  • Bachelor’s degree in Social Sciences, Gender Studies, Public Administration, or a related field. A Master’s degree is preferred.

Experience:

  • At least 5 years of experience in GBV prevention and response programs, particularly in addressing sexual harassment.
  • Proven experience managing multi-stakeholder projects, including coordination with government entities and grassroots organizations.
  • Familiarity with public transportation systems and issues related to urban governance is an advantage.

 

Skills:

  • Strong project management and organizational skills, with the ability to handle multiple priorities.
  • Excellent interpersonal and communication skills to engage diverse stakeholders.
  • Proficiency in data collection, analysis, and reporting.
  • Knowledge of human rights-based and survivor-centered approaches.
  • Strong interest in Gender equality, working with the marginalized, and international development.

Section F: Key Competencies

  • Deep understanding of the root causes of GBV, particularly sexual harassment.
  • Ability to apply intersectional approaches to engage marginalized women and girls.
  • Commitment to feminist values and advancing women’s rights.
  • Fluency in Arabic and English, both written and spoken.
