Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for children in Jordan include both camp-based (Zaatari, and Azraq camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid).


Job Overview/Summary

Based in Amman, Jordan, the Compensation and Benefits Senior Officer bears the full responsibility for maintaining an accurate and complete compensation database for all IRC programs in Jordan Country Program. The C&B Senior Officer will be responsible for processing monthly payroll, tax, and social security reports in addition to full management of health and life insurance reconciliation. The C&B Senior Officer will be responsible for handling all payroll supporting documents, ensuring all are completed and accurate before process/adding to the payroll. The compensation and benefits Senior officer plays a critical role in collaboration with the HR Director in handling all medical and life insurance staff queries and connecting with the service provider.


Deliverables:

Payroll Management:

-End-to-end national payroll administration, documentation, management, and reporting; meeting all payroll timelines and delivery.
-Record changes affecting staff titles, locations, net wages (e.g., deductions, bonuses, title changes, resignations, etc.) to maintain and update payroll records and feed into payroll reconciliation.
-Finalize exit clearance from financial perspectives, prepare payments following the IRC national handbook for all employees, and release the final settlement in a timely manner with the liaison of the finance department.
-Compile the 13th-month salary report on a monthly basis, factoring in any unpaid leaves or other transactions that might affect the 13th-month salary calculation.
-Build up the base for shared services cost allocation as guidance for cost distribution and keep it updated on a monthly basis.
-Generate the annual Tax report from Kayan system and reconcile it against payroll records, ensuring the report is submitted on time, on a monthly basis.
-Prepare AR/3 for all staff on an annual basis and when needed or requested by leavers, in addition to preparing a consolidated annual tax report.
-Update the Expat Payroll Information Sheet on a monthly basis and share it with finance in a timely manner with respect to all supporting documents.
 

Data Management and Analysis:

-Capture changes on Kayan system and Mastersheet, ensuring that employees' information is accurate and up-to-date at all times.
-Build up the HRIS - Kayan System Country Allocation as guidance for cost distribution and keep it updated on a monthly basis.
-Prepare and build different report analyses, such as Employees' Cost to Company (CTC) on a monthly basis, monthly payroll analysis, tax and social security monthly analysis, salary analysis for all new hires and internal mobility, and employee leave reconciliations.
-Review and verify issued employee certificates, such as salary transfer letters.
-Support HR Ops in reviewing employment contracts and service contracts, in addition to reviewing employee extension sheets.
 

Insurance Management:

-Manage all additions/deletions transactions related to new employees or current staff dependents and ensure all transactions are completed on time.
-Prepare a tracker sheet to record all changes related to medical and life insurance, maintaining updated records on a weekly basis.
-Ensure all payments are made on time and accurately.
-Prepare a monthly report regarding insured member costs and send it to the finance team for cost booking.
-Attending employees' requests and inquiries, providing support in resolving issues related to insurance.
-Hand out medical cards to employees and provide orientation on usage and benefits.
-Issue the Purchase Requests (PRs) and keep policy documentation and payments in files.
 

Social Security:

-Maintain an excellent knowledge of social security laws, regulations, and updates.
-Report new and departing employees on the social security platform in a timely manner.
-Conduct a monthly cross-check against social security records.
-Demonstrate full knowledge of work injuries management, including reporting, follow-ups, providing documentation, and closing cases.
-Report new salaries on an annual basis, considering social security regulations and employment details.
-Visit the social security department periodically to follow up on different and pending cases and obtain all required reports as needed.

Qualifications

REQUIREMENTS:

-Bachelor’s Degree in Human Resources, Business Administration or related field from an accredited college or university.
-Four to Six years of progressively responsible experience in compensation design and administration.
-Strong analytical, planning, and organizational skills.
-Demonstrated ability to communicate effectively and professionally.
-Ability to work independently; Excellent judgment.
-Proactive and strategic mindset.
-Attention to detail and understanding of quality review process.
-Experience with business process design/continuous improvement.
-Proficiency with Microsoft Office tools, especially Excel, HRIS software and related reporting tools.
