Job Description and Requirements

Overall Responsibilities:

 

The Senior Accountant II will be a member of MSH/Jordan’ Finance and Operations Team and be responsible for ensuring compliance to MSH’s and USAID’s finance policies and procedure, standards and local laws and regulations. The Senior Accountant II will enforce internal control through review and monitoring of financial transactions and documents to safeguard resources and report the status of the expenditure and budget. The Senior Accountant II will support the Finance and Administration Manager for ensuring that MSH operations are efficient and effective, in compliance with MSH standards, donor regulations and local country laws.

 

Under the supervision of Finance and Admin Manager, the Senior A develops routine and ad hoc reports, budget updates for different technical activities to ensure the regular flow of accurate and relevant financial information for enhanced project management and planning. Additionally, this position will prepare and enter in accounting transactions, prepare payroll and make vendor payments. The Senior Accountant II is aware of and adheres to the MSH Procurement Integrity policy and is responsible for safeguarding the assets (financial and physical) of MSH and ultimately USAID against fraud, loss, or misuse.

 

Accounting and Financial Management (70%)

  • Record and reflect fully, accurately, clearly, and in a timely manner on the expenses and allocated funds as the following:
  • Prepare payment vouchers.
  • Properly code all transactions.
  • Control and enter all expenses from the petty cash.
  • Payment of expenses, including per diem and transport to participants during activities in the file.
  • Posting Cash, Bank and Vendors vouchers to on daily/ weekly basis with attentions for the quality for entries data.
  • Preparation of forms for payments of taxes and social security.
  • Prepare, control advances and Assure balances of unused portions of advances are deposited into the MSH account.
  • Prepare deposit slips for cash to be deposited into the bank account.
  • Reconcile advances, including review of receipts, coding of expenses on the general voucher and entering into QuickBooks.
  • Follow up on outstanding advances and assure timely reconciliation.
  • Maintain accounting files.
  • Participate in the improvement of the accounting system and the system of internal control.
  • Create all financial reports as requested by supervisor.
  • Ensure that payments are processed accurately and timely in accordance with policies and procedures (to minimize MSH’s risk exposure).
  • Ensure that treasury practices in country minimize MSH’s cash exposure.
  • Ensure that entries are entered into financial system accurately and timely.
  • Ensure that month and year-end accounting activities are done accurately and in compliance with MSH policies and procedures.
  • Ensure accuracy of reviews and postings made by supervisees for all vendor invoices, participant payments, staff advances and retirements on a daily basis
  • Conduct other tasks as requested by supervisor

 

Compliance and Risk Management: (10%)

  • Ensure that strong internal control systems are in place, and that all staff in country understand MSH’s Code of Conduct and MSH’s Zero Tolerance practice.
  • Ensure that control systems are in place to ensure that project operations are well managed and that staff act in full compliance with local laws, comply with the terms and conditions of contract/award and donor requirements, and MSH policies and standard operating procedures.
  • Ensure that appropriate MSH staff and partners are aware of and understand laws, contract/award and donor requirements, and MSH policies and procedures
  • Assist the Project Director to conduct regular and thorough operational risk assessments in country, and to monitor success of risk mitigation and risk control activities.
  • Coordinate execution of financial reviews or audits, and ensure timely follow up to review or audit conclusions and recommendations in close collaboration with the project team.

 

Operations & Administration: (20%)

Under the supervision of the Finance and Admin Manager, the Senior Accountant will perform the following task:

  • Collaborate with the Country Program Director to (a) ensure that project activities and management operations are implemented according to MSH Mission, values, and policies, and standard operating procedures, and local laws and regulations, and (b) to safeguard MSH's reputation - Financial, Contractual and political integrity.
  • Support the Program Director in the management of projects, aligning staff, systems, and other resources with the annual work plan and budget to provide timely, cost effective, responsive, and high-quality operations and administrative support within local laws and available resources, and in an environment with adequate internal controls, adhering to contracts regulations, MSH Policies, and standard operating procedures.
  • Ensure appropriate segregation of duty in all procurement and payment activities from initiation to final payment and documentation within all MSH offices in country.
  • Manage purchase of commercial goods and services in accordance with the delegation from the Corporate Procurement Office in HQ. This may include purchase order approvals.
  • Oversee the management of MSH offices and facilities, including lease negotiations and property insurance, where required.
  • Oversee the management of general office services, including cleaning and maintenance.
  • Oversee the management of Information Services.
  • Oversee property and asset management, including maintaining inventories and asset registers.
  • Oversee obtainment of local insurance as required, inspection, registration and operations for all MSH vehicles in country.
  • Oversee dispatching and scheduling of shared MSH vehicles and drivers or commercial transportation.

 

 

 

 

 

QUALIFICATIONS

 

REQUIRED MINIMUM EDUCATION

  • University degree in accounting, or. A master’s degree in accounting or business administration is an added advantage.
  • Any other professional certificate in accounting such as CPA,CMA is a plus

 

REQUIRED MINIMUM EXPERIENCE

  • Bachelor's and 6+ years experience, Master's and 4+ years experience
  • Work experience with projects supported by international organizations. is preferred.
  • Experience in using basic accounting software (i.e. QuickBooks) required.

 

KNOWLEDGE AND SKILLS

  • Proficiency in Microsoft Office programs, especially Excel spreadsheets, or comparable software.
  • Strong English written and oral presentation skills is essential.
  • Ability to create and monitor budgets. Understanding of the basic tenets of Cash Control, Asset Management and Bank Reconciliation
  • Understanding of principals of adequate documentation and of audit, and performance necessary to ensure audit compliance.
  • Strong team working orientation with a flexible and adaptable approach to work demands across the whole organization.
