Background:
The Leading Government Institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Economic Reform Program. Additionally, the institution will provide necessary technical assistance and capacity building to government ministries and public entities to support and expedite the implementation of reforms.
The Leading Government Institution will oversee the implementation of the Economic Reform Program; ensure reforms are designed in consultation with stakeholders, report to the Government of Jordan (GoJ) and development partners on progress, and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the leading government institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and the impact of reforms.

Main Function:
The Monitoring and Evaluation (M&E) Coordinator/Specialist will be working closely with the Program Manager to support all monitoring, evaluation, accountability, and learning functions at the Leading Government Institution. S/he will assist in updating the Leading Government Institution Monitoring and Evaluation Plan, including the data collection and reporting processes. S/he will regularly monitor and evaluate the programs that are under the responsibility of the leading government institution, including but not limited to the Economic Reform Program. The Monitoring and Evaluation Coordinator is responsible for monitoring and evaluating systems to track the progress and impact of programs and projects under the Multi-Donor Trust Fund (MDTF) including Strengthening Reform management in Jordan Project financed by Recipient Executed Trust Fund (RETF) and other PforR investment programs in supporting the implementation of the Economic Reform Program.
Responsibilities:
The Monitoring and Evaluation Coordinator/Specialist will be responsible for the following key tasks:
- M&E System Development:
- Work with our consultants to create, develop, and implement a comprehensive monitoring and evaluation framework tailored to the specific needs of all stakeholders, including the Multi-Donor Trust Fund.
- In collaboration with stakeholders, implementing agencies, the World Bank, and the donor community, agree on the indicators with clear definitions to be monitored during the implementation of the Economic Reform Program by the leading government institution.
- In collaboration with leading government institutions' leadership and M&E focal points identified, develop and monitor indicators that illustrate the outcome and impact of their work both at the pillar and overall Economic Reform Program level and ensure that they are improved and updated on a yearly basis.
- Handles and coordinates the development and implementation of an overall M&E system, including data collection and management mechanism that allows for both reporting and learning purposes.
- Reporting, Documentation:
- Support the program manager to coordinate with contributing donors and the World Bank team to understand their reporting requirements and ensure that M&E activities align with their expectations.
- Support the development of a sound monitoring, evaluation, accountability, and learning strategy that aligns with the Economic Reform Program and other programs implemented by the leading government institution.
- In collaboration with GoJ, the World Bank, and the donor community, develop and monitor the action plans for Economic Reform Program implemented by the leading government institutions in collaboration with GoJ entities, the World Bank and others.
- Monitor and evaluate the activities under the Multi-Donor Trust Fund (MDTF), including the RETF, other PforR investment programs and other programs through achievement of objectives and indicators in the results framework and disbursement-linked indicators in supporting the implementation of the Economic Reform Program.
- Provide regular reporting to leading government institutions' leadership, flagging any possible delays in planned activities.
- Prepare and maintain an M&E database for all ongoing activities managed by the Leading Government Institution.
- Responsible for supporting the preparation and review of program reports in collaboration with the leading government institution management.
- Data Collection and Analysis:
- Oversee data collection activities across all programs.
- Monitor and evaluate overall progress on achievement of results.
- Undertake statistical analysis on activities/programs carried out and prepare reports to assist in preparing deliverables.
- Capacity Building:
- Provide continuous capacity building and technical assistance on M&E best practices to all internal and external stakeholders, including Leading Government Institution technical team and implementing agencies’ management and M&E focal points. Provide training and technical assistance and support the technical team, implementing agencies and other stakeholders on the M&E best practices.
- Support projects in improving their M&E capabilities.
- Learning and Adaptation:
- Use M&E findings to make recommendations for overall enhancements and effectiveness of the verifications within the PforR investment programs and other programs.
- Establish and maintain quality control measures to ensure data accuracy and reliability across all programs.
- Conduct data audits and verification exercises (as needed).
- Perform regular bi-weekly, monthly, or when requested updates to the Leading Government Institution’s action plan and work plan.
Stakeholder Engagement:
- Collaborate with contributing donors, World Bank, and implementing agencies to gather feedback and assess program(s) impacts.
**Other tasks as requested by the Leading Government Institution’s Director or his/her designee- Perform other duties as required.
Qualifications:
- Bachelor’s degree in business administration, international development, economics, statistics or a related field.
- Minimum of four and maximum seven years of substantive practical experience in monitoring and evaluation of government programs is required. (MUST)
- Proficiency in M&E tools and software, as well as data visualization tools (preferred).
- Excellent interpersonal skills with ability to build strong working relationships across complex organizational environments, to navigate diverse needs across stakeholders and to drive stakeholders to consensus.
- Previous experience with international donor agencies including but not limited to DFID, USAID, and World Bank (preferred).
- Ability to work with diversity and multi-disciplinary teams.
- Close attention to detail and the ability to plan ahead.
- Highly motivated with excellent leadership skills and interpersonal skills, including excellent written and verbal communication.
- Flexible under pressure and in response to changing needs.
- Fluency in both English and Arabic.
