Goal/purpose: Under the supervision of the Conformity & Transparency Manager the conformity supervisor will support the department in internal control, audit, and/or investigation. He/she participates in the dissemination of SI internal procedures and tools and roll out of best practices. He/she also:
- Contributes to the success of external financial audits.
- Support C&T Manager in the conduct of internal audits and compliance reviews for the mission
- Support the review of internal controls on supporting documentation.
- Performing spot checks as assigned to the incumbent.
- Support Coordinators for the implementation of the prior recommendations,
- Assist the C&T Coordinator for the investigations,
Support capacity building for SI team in areas of fraud prevention, internal controls, external audit findings etc.
List of main tasks:
Internal control
- Support the C&T Manager & Coordinator by ensuring that the recommendations from internal audit, external audits, spot checks, investigations etc. are followed-up and implemented.
- Updating the audit observations follow-up tracker,
- Performs a systematic compliance review of the selected projects,
- Support the compliance review of supporting documents submitted by an implementing partner,
- Inform the hierarchy of any suspicions of fraud, corruption or major breaches of Solidarités International procedures noted during internal controls.
- Providing support to C&T Coordinator for any investigation related matters, ensuring strict confidentiality.
External audit:
- In collaboration with the base team, collect the documents/clarifications and prepare them for presentation to auditors
- Prior to any external audit, systematically carry out a pre-audit of all or sampled expenses documentation and transmit the corresponding risk table to C&T Coordinator.
- Support each department in the regularization/capitalization process if necessary
- If required, participate to the kick-off and closing meetings of external audits.
- Is in copy of the exchanges on the draft report at the coordination level and ensures for capitalization purposes that the final report is received and archived and disseminated to related staff.
- Facilitate the C&T department for uploading the recommendations FU is updated with external audit recommendations.
Dissemination of good practices
- Participate in project kick-off and closing meetings focusing on project archiving plan.
- Participate to the dissemination of the whistle blowing policy, code of conduct and anti-fraud policy.
- Assist the C&T department in ensuring compliance with donor regulations.
Investigations
Under the supervision and specific direction of C&T Coordinator, assisting in conduct of investigations including collection, compilation, and translation of evidence, conducting interviews according to planned transcript, updating investigation tracker etc.
The position is required to support C&T department to contribute to audits, compliance reviews, spot checks by reviewing the internal controls, risk management and compliance with regulations. An ideal candidate should be the one with the following profile.
- Education: A bachelor's degree in a relevant field, such as business, finance, law, or economics.
- 2-3 years’ experience in audit/compliance department.
- Experience with national/International NGO’s is Mandatory.
- Prior experience in investigative work is mandatory.
- Certified Internal Auditor (CIA) is a plus.
- A team player and can understand the complexities of dual reporting line.
- Excellent communication skills to create a positive impact of the work.
- Good knowledge of various organizational functions including finance, procurement, HR and program
- Strong analytical Skills to analyze data, documents, and processes to identify compliance issues or irregularities.
- Attention to details to ensure that all activities adhere to regulatory standards and internal policies. ability to maintain objectivity.
- Good understanding of risk management concepts and the ability to recognize and address compliance-related risks.
- Proficiency in using relevant software and tools for compliance tasks, such as Microsoft Office.
