Job Title: Technical Team Lead

Program: Jordan Water Governance Activity (WGA)

Reporting to: National Conveyor Project Management Unit (NCPMU) Director      

Location: Amman - Jordan.

 

BACKGROUND 

The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, financial management, policy development and implementation, and capacity-building efforts. 

 

JOB SUMMARY

The Technical Team Lead will serve as a senior technical manager role within the NCPMU, supporting the Government of Jordan in the oversight and implementation of a large-scale desalination and water conveyance project on a BOT basis. Acting on behalf of the Ministry of Water and Irrigation (MWI), the incumbent will coordinate and supervise a multidisciplinary technical team to ensure technical coherence, compliance with project specifications, and alignment with national and donor requirements. He/she will lead the resolution of technical challenges, monitor performance, and ensure delivery of quality infrastructure in line with contractual and regulatory obligations. The Technical Team Lead will also liaise with the Project Company, Independent Engineer, and government stakeholders to validate progress, support milestone certification, and maintain transparent and efficient project documentation and reporting systems.

This role is critical to ensuring the successful delivery of one of Jordan’s most strategic infrastructure projects, enhancing water security and supporting national development objectives.

DUTIES AND RESPONSIBILITIES:

The incumbent’s main responsibilities include, but are not limited to:

  • With the support of the MWI Engineer, steer technical subjects of the project, ensuring end-to-end oversight of engineering, design, construction, commissioning, and integration of all components of the project (desalination, pipelines, pumping stations, reservoirs, and power systems) and compliance with project documents and technical requirements.
  • Guide and coordinate the work of Desalination Specialist, Water Infrastructure Engineer, and Power & Renewable Energy Specialist to ensure technical coherence and inter-disciplinary integration
  • Coordinate the daily activities of the MWI Engineer concerning compliance with scope, technical deliverables, and reports
  • With the support of the MWI Engineer, oversee compliance with project requirements, including quality assurance and control, environmental, social, health & safety, security, industry standards, and other obligations across all workstreams
  • Follow the timely resolution by the Project Company of technical risks, design issues, construction bottlenecks, and quality deviations
  • Report to the NCPMU Director on project progress including technical performance, project milestones, quality metrics, and operational readiness of physical assets.
  • Prepare and deliver detailed project reports and technical presentations
  • Liaise with MWI Engineer to provide the reporting needed to donors and other financiers.
  • With the support of the MWI Engineer, work with the Independent Engineer to review and validate the progress measurement and the issuance of the Completion Certificates and project milestones achievement.
  • Support the Financial Manager, review and validate progress measurement, valuation, financial payments and disbursements
  • Support in developing and maintaining project documentation system that archives properly project documents including specifications, drawings, reports, schedules and others.
  • Review of the technical deliverables submitted by the Project Company

KNOWLEDGE, SKILLS, AND ABILITIES

  • Provided experience in BOT models and engineering
  • Proved experience in project management, design, construction, and commissioning
  • Government liaison and public sector coordination skills
  • Conflict resolution and cultural awareness skills
  • Proficient in project management systems, Microsoft Excel, Word, and PowerPoint, with strong skills in data analysis, document preparation, and presentation development.
  • Knowledge in engineering software (AutoCAD, Civil 3D, GIS..etc.) is preferred.
  • Proficiency in Arabic and English (spoken, written, and reading)

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in civil engineering. A master’s degree and/or PMP is preferred.
  • Minimum 15 years of experience, including a minimum of 5 years in big infrastructure water projects.
