  1. PROJECT BACKGROUND

 

The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.

 

  1. POSITION DESCRIPTION

 

The Technical Specialist will work with MSP’s partner municipalities to identify service delivery improvements with focus on solid waste management and climate change. He/she will employ grants, MSP’s Institutional Support Fund (ISF), and construction funds, to manage solid waste management activities, including but not limited to fleet maintenance, routing optimization for municipal solid waste collection and transfer, recycling with separation at source, upgrading garbage container production and maintenance workshops, solid waste and climate change initiatives, and other municipal technical service deliveries. This role requires exceptional technical expertise, organizational abilities, field expertise and a commitment to sustainability.

 

  1. KEY DUTIES AND RESPONSIBILITIES

 

  • Collaborate with selected MSP municipalities, MOLA, and local communities to identify and resolve gaps that affect service delivery with focus on solid waste,climate change and any other emerging priority within the local administration component.
  • Manage the regional fleet maintenance contractor and related activities, ensuring efficient and effective implementation of the activity.
  • Manage the implementation of the solid waste collection routing optimization activities to streamline and optimize waste collection processes, reduce fuel consumption, and minimize environmental impact.
  • Manage targeted municipal recycling intervention with separation at source for the commercial sector, collaborating with stakeholders from the municipalities and private sector to establish effective separation at source at the selected municipalities by adopting the best practices and increase recycling rates.
  • Manage the upgrading of garbage container workshops activities, by ensuring the support of USAID MSP will lead to better produced garbage containers and partner municipalities are able to conduct preventive maintenance for existing garbage containers in order to maximize their operational duration.
  • Keep the program updated on relevant solid waste management practices, climate change policies, and technological advancements to propose innovative solutions for waste reduction and environmental sustainability.
  • Conduct regular field visits to monitor MSP’s solid waste management interventions, in addition to establishing strong relationship with solid waste professionals at partner municipalities to be able to understand their needs and propose potential interventions that could be supported by USAID MSP. 
  • Collaborate with the different stakeholders to develop and implement solid waste and climate change initiatives, such as composting programs, waste-to-energy projects, capacity building, and community awareness campaigns.
  • Provide technical expertise and support to municipal staff and contractors involved in solid waste management activities.
  • Monitor and analyze data related to waste generation, collection, and disposal to identify areas for improvement and design activities to enhance solid waste efficiency at the municipal sector.
  • Perform other related tasks as assigned by the Local Administration Lead or Chief of Party.

 

  1. QUALIFICATIONS

 

  • Bachelor's degree in environmental engineering, Civil Engineering, or a related field.
  • At least five years of related professional experience.
  • Proven experience in solid waste management, with a focus on technical aspects within the municipal sector in Jordan.
  • Knowledge of relevant regulations and standards governing solid waste management.
  • Experience working with USAID or other international donors highly preferred.
  • Must have excellent English and Arabic language proficiency, verbal and written.
