1. BACKGROUND

The Recycling in Jordan Activity (the Activity) is a multi-year Activity funded by the United States Agency for International Development (USAID). The Activity is partnering with the Ministry of Environment (MOENV), the Greater Amman Municipality (GAM), and private sector recycling companies to increase the commercial sector’s utilization of recycling services in Amman. Through a market-based approach, the USAID Recycling in Jordan Activity seeks to improve and expand private-sector recycling markets, increase demand for and utilization of recycling services within Amman’s commercial sector, and improve business enabling environment for recycling services and material markets. As the recycling sector becomes more competitive, the activity will capitalize on opportunities to boost the commercial sector’s demand for recycling services.

In order to build the service providers’ business capacity to meet recycling market needs, the Activity designed a Firm-Level Technical Assistance Program targeting potential service providers in the local market for the purpose of improving technical knowledge and upgrade capacity at firm-level in the domains of – but not limited to - technology, tools, equipment, efficiency (i.e. business planning, business modeling, process improvement, upgrading, process innovation, etc...).

Within this context, the Activity is investigating different technologies to treat food/organic waste as this type of waste treatment facilities lack advanced technologies like the insect protein revolution such as the black soldier fly (BSF) and black soldier larvae (BSL). Black soldier fly larvae farming is considered as a zero-waste solution due to it is exceptional capabilities in converting waste into quality protein. They are far from being picky eaters and can eat almost all kinds of organic waste and by-products, including manure, compost, food waste, carrion (animal carcass remains), mold, and plant refuse. Moreover, their by-products can then be reused as fertilizer.

AlYaraqat AlSaghira Company is a Jordanian startup company working in the field of breeding BSF and producing BSL, it has a small production facility using very primitive tools and techniques in the production process. This SOW intends to assist the Recycling in Jordan Activity in designing and implementing the procurement process of the required machinery, equipment, and prefabricated caravan relevant to the Company BSF Pilot Project.

2. OBJECTIVES

The Recycling in Jordan Activity is seeking to hire a qualified engineer to develop the required detailed fabrication specifications within the available resources, and to assist the Activity in expediting the procurement process of the required machinery, equipment, and prefabricated caravan.

The specific objective of SOW is to provide support and expertise to the Recycling in Jordan Activity in developing the detailed fabrication specifications for the required machinery, equipment, and prefabricated caravan at the targeted BSF Pilot Project in Amman – Muwaqqar.

This includes developing the detailed fabrication specifications for the following machinery, equipment, and prefabricated caravan in accordance with the below general requirements.

A. Machinery

  1. Drying Chamber (1 Unit)
  • Composed of an externally insulated room, measuring 3 meters in length, 2 meters in width, and 2 meters in height. The chamber is equipped with metallic shelves capable of holding items intended for drying. It features an external hot air generator unit for producing hot air up to a temperature of 70 degrees Celsius.
  • Features:
  • Insulated room with dimensions 3m x 2m x 2m
  • Sturdy metal shelves for drying purposes
  • External gas-powered hot air generator reaching 70°C Included Components.
  • Drying chamber capacity 2 tons per hour.
  1. Grinding Machine (1 Unit)
  • A robust iron box, 6mm thick, with dimensions 45cm x 40cm x 30cm.
  • contains 36 steel blades.
  • provided with three sieves measuring 4mm, 5mm, and 6mm.
  • The machine is driven by a 3HP electric motor, single phase, capable of 2800 RPM. 
  • Grinding Machine capacity 2 tons per hour.
  1. Sieving Device (1 Unit)
  • Comprising four layers of course 0.28mm, medium 0.12, fine 0.06, ban layer.
  • The type of mesh is punched hole, galvanized iron.
  • Operated by a 2HP vibration motor, single phase running at 1400 RPM  
  • Sieving machine capacity 2 tons per hour.

B. Equipment:

  1. Plastic Containers (200 Units)
  • Circular Plastic Containers made from Polypropylene.
  • Diameter Plastic Boxes 70 cm.
  • Depth plastic Boxes 20 cm.

C. Prefabricated Caravan

  • All walls (interior & exterior) shall be sandwich panel with insulation of thickness 5 cm, the frame square steel bars 4" for the frame.
  • The ceiling shall be of either Sandwich panel same above mentioned, or of galvanized corrugated steel sheets.
  • The ceiling must have a slope around 5 cm in short direction towards the back.
  • Prefabricated Caravan dimensions (9.00 m X 3.00 m), with (2.8 m) height
  • (One) PVC door with dimensions (1.00 m X 2.00m) without windows.
  • (Two) ventilation fan
  • Each caravan must provide electrical accessories (4) LED Lighting + (4) Switch 13 AMP + (1) Switch 15 AMP + (1) Circuit breaker 250 AMP inside waterproof) (2) outdoor waterproof lamp, wiring and cable try.
  • The caravan must be sealed.
  • Supply and installation of (Two) air conditioning split units each (1 ton,12000 BTU, Refrigerant R410A, Climate Class T3) with all installation works.​

3. DETAILED RESPONSIBILITIES

For USAID Recycling in Jordan Activity to achieve its objectives, the Consultant shall use his education, considerable experience, and resources to perform the below listed tasks in a very close coordination with the Activity:

3.1 Task 1: Provide fabrication detailed specifications

In developing the detailed fabrication specifications, the Consultant shall take the following steps and provide the below outputs:

  • Identify approved detailed fabrication specifications for the procurement of local fabrication services of machinery, equipment and prefabricated caravan and take into consideration operational safety elements.
  • Provide the fabrication detailed specifications and cost estimate, in addition to a list of ten local suppliers as a potential bidder that could be invited to the later bid, the potential bidders should be qualified as per the Consultant’s proposed qualifications of suppliers.
  • Provide insight on required infrastructure upgrade if needed for civil and electro-mechanical works in the existing facility, in case of additional capacity of this infrastructure is required for the machinery to operate properly.
  • Provide final version of the specifications, cost estimates, for the Activity to start the procurement process.

3.2 Task 2: Support in offer evaluation for bidders

  • The Consultant shall participate in pre-bid meetings when required by the Activity.
  • The Consultant shall provide technical advice during bidding phase and respond to the bidders’ technical inquiries relevant to the specification in a timely manner.
  • The Consultant shall be a member of the suppliers’ evaluation committees (as many as can be) within the USAID regulation framework and shall sign all evaluation reports relevant to the selection of the suppliers.
  • The Consultant shall review and provide insights on the shop drawings provided by the selected supplier for the machinery, equipment and the prefabricated caravan to ensure compliance with the detailed fabrication specifications and requirements.
  • The Consultant shall be responsible for the final field inspection of the machinery, equipment and prefabricated caravan and shall ensure that the delivered items are in compliance with the detailed fabrication specifications and requirements.

4. DELIVERABLES AND EFFORT/PERIOD OF PERFORMANCE 

The total Level of Effort (LOE) contemplated for this assignment is a period of up to 12 working days. The consultant shall submit the deliverables described above in accordance with the following deliverables Schedule:

The consultant who is assigned for the delivery of this assignment must submit a time sheet indicating the actual days done, a list of deliverables completed and a breakdown of the achieved activities. Time sheets are subjected for the technical review and approval of the respective team lead in the activity prior to proceeding with the invoicing process.

5. READING MATERIALS

The Consultant shall read, but is not limited to, the following materials related to fully understand the work specified under this consultancy:

  • Black Soldiers Flies Jordan Field Assessment Report

6. REPORTING

The Consultant shall report directly to the Recycling Sector Lead, and the Senior Recycling Services Specialist.

7. CONSULTANT’S QUALIFICATIONS

The consultants shall have the following minimum qualifications to be considered for this consultancy:

  • Minimum of bachelor’s Engineering Degree in Mechanical, Industrial, or Mechatronics engineering.
  • At least, (10) ten years of proven engineering machinery design projects, with at least 3 major machinery design projects within the experience records.
  • Familiarity with the working environment and conditions of international and regional recycling sectors and municipal waste management.
  • Familiarity with the industrial sector in Jordan.
  • Prior experience in similar assignments is preferable.
  • Excellent data gathering, analysis and interpretation skills.
  • Advanced/excellent reporting and communication skills in Arabic and English.

8. LOCATION OF ASSIGNMENT

The Consultant shall conduct this assignment physically in Amman. The Consultant shall be responsible for conducting meetings with the Recycling in Jordan Activity and AlYaraqat AlSaghira Company as required to perform this consultancy.
