Jordan grapples with escalating climate-related disasters, posing a critical challenge to its humanitarian

efforts, economic stability, and environmental integrity. Despite its position as one of the world's most

water-scarce nations, Jordan is witnessing a distressing surge in flash floods. Factors such as

degraded vegetation, haphazard urbanization, and the relentless impact of climate change worsen

these floods, devastating local communities and the eco-tourism sector. Moreover, Jordan suffers from

devastating heat waves due to climate change, leading to desertification, diminished water supplies,

and exacerbated water scarcity.

Since 2021, Mercy Corps Jordan has been working to strengthen the resilience of vulnerable

communities against the impacts of climate change. The Tabeaa (?????(: Strengthening Climate

Resilience in Jordanian Communities project, planned to start in 2025, builds on this commitment,

aligning with Mercy Corps’ vision of fostering resilient communities capable of thriving amid climate

challenges.

The project’s approach is multi-faceted, focusing on three key areas: building the adaptive capacity of

Jordanian communities, ensuring effective localization and enforcement of national climate policies,

and increasing investments in climate resilience initiatives. By integrating these elements, the Tabeaa

project seeks to create a sustainable, inclusive response to climate change, in line with Mercy Corps’

mission to strengthen resilience among vulnerable communities in Jordan.

The Tabeaa project will operate both at the national and local community levels. Nationally, it will

engage key stakeholders to drive systemic change by localizing and enforcing Climate Change

Adaptation (CCA) and Disaster Risk Reduction (DRR) strategies. At the community level, the project

will target five communities across different governorates, selected for their high vulnerability to flash

floods, heatwaves, and water scarcity, which are exacerbated by climate change and impede their

ability to thrive.

 

 

The Position (General Position Summary)

 

The Sr. Partnerships and Influencing Coordinator will lead high-level stakeholder coordination and

strategic advocacy to strengthen climate investment in Jordan. The role will facilitate multi-stakeholder

engagement through key platforms and cultivate strategic partnerships with government entities,

research institutions, and the private sector. With a strong focus on influence and visibility, the Sr.

Coordinator will design and amplify joint advocacy efforts to promote and increase investment in

climate-smart innovative solutions. This includes mobilizing private sector engagement through

initiatives such as Tahammul platform and the Open Innovation Fund, and forging impactful

connections and partnerships to drive greater private sector engagement in climate resilience.

 

 

Essential Responsibilities

 

The specific duties and responsibilities of the Sr. Partnerships and Influencing Coordinator include,

but are not limited to the following:

 

STAKEHOLDER COORDINATION AND PARTNERSHIPS

  • Oversee and coordinate a national working group consisting of donors, INGOs, and UN agencies, ensuring alignment with national climate change adaptation (CCA) and disaster risk reduction (DRR) objectives.
  • Organize and manage quarterly multi-stakeholder coordination meetings, including full logistical preparation, and documentation.
  • Document and track key discussion points, action items, and decisions from Working Group meetings.
  • Build and strengthen strategic partnerships with government agencies, research institutions, universities, and think tanks.

 

POLICY ADVOCACY AND INFLUENCE

  • Lead the execution and reporting of the project's influencing plan, ensuring progress is tracked and outcomes are effectively communicated.
  • Lead the development and implementation of joint advocacy messages and strategies aimed at localizing and operationalizing national-level DRR and CCA strategies.
  • Represent the project in technical discussions, policy dialogues, and multi-sector forums related to DRR and CCA at national level.
  • Tailor messaging and outreach materials for various investor types, leveraging Tahammul as an advocacy tool to showcase climate resilience initiatives.
  • Facilitate connections between innovators and private sector investors to encourage partnerships and funding opportunities.
  • Organize and facilitate roundtable discussions to foster public-private dialogue on climate resilience and investment opportunities.
  • Participate in global policy advocacy efforts related to climate finance, if and when requested by the Supervisor/Project Manager, to represent the project’s interests and contribute to international discourse.

 

PRIVATE SECTOR ENGAGEMENT

  • Contribute to broader private sector engagement efforts, identifying opportunities for partnerships in resilience, CCA, and DRR through innovation and investment.
  • Manage all activities related to Tahammul platform, ensuring alignment with overall project objectives, including subgrants management.
  • Support the mapping of potential private sector investors and ensure findings are communicated across relevant stakeholders.
  • Develop and maintain a database of mapped private sector actors with aligned interests in climate resilience, ensuring that it is regularly updated.
  • Manage the partnership with the lead of the open innovation implementation partner, including reviewing progress reports, process payments and attend selected sessions.
  • Manage the grants for the Open Innovation Fund winners.
  • Organize events that mobilize private sector interest in supporting climate-smart innovations

 

RESEARCH AND EVIDENCE GENERATION

  • Support the development of evidence that informs the project’s advocacy and influencing work.
  • Assist in translating research findings and initiatives into actionable strategies to influence relevant stakeholders, in line with the project's scope.
  • Document and share stories of impact/ best practices from local communities, ensuring lessons from the field are captured.

 

KNOWLEDGE MANAGEMENT, MEDIA AND COMMUNICATION

  • Support with the publication of key knowledge outputs, working closely with project team.
  • Foster an environment of collaborative knowledge exchange by facilitating peer-to-peer learning among community members, local government officials, and stakeholders.
  • Coordinate with team members to identify and capitalize on opportunities for developing knowledge products.
  • Leverage media and knowledge-sharing platforms to disseminate information and influence private sector engagement.

 

MONITORING, EVALUATION, RESEARCH, AND LEARNING (MERL)

  • Collaborate closely with the MERL team to ensure alignment between the objectives of the partnership team and M&E activities, sharing data that can impact MERL related activities.
  • Coordinate with the MERL team to document achievements, and insights for knowledge sharing.
  • Utilize MERL data to identify additional research needs or gaps, ensuring that the project remains responsive to emerging challenges and opportunities.
  • Monitor and document project adaptations informed by MERL data, ensuring these adjustments are linked to measurable results to demonstrate impact and learning.
  • Support actions for institutional memory to ensure knowledge products are accessible and impactful beyond the project’s lifespan.

 

Others:

  • Support the production of high-quality donor reports.
  • Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide.
  • Complete tasks as assigned in a timely, professional manner
  • Participate in internal office coordination and planning meetings and workshops;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned by the direct Supervisor and/or the Program Director.

  • Ensure compliance with security procedures and policies as determined by country leadership.

Reports Directly To: Policy Research and Evidence Specialist

Works Directly With: Tabeaa project team, Targeted communities, Project partners/stakeholders,

Mercy Corps support departments (Engineering department, PAQ, Finance, Admin and

Procurement teams) at country, regional, and global levels.

 

 

Accountability to Participants and Stakeholders

 

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our

program participants, community partners, other stakeholders, and to international standards guiding

international relief and development work. We are committed to actively engaging communities as

equal partners in the design, monitoring and evaluation of our field projects.

 

 

Minimum Qualification & Transferable Skills

 

  • Relevant degree (e.g. B.A. in Climate Change, Environmental Science, Knowledge Management, Communications, research or related fields.)
  • Minimum of 5 years of relevant experience, including work with climate or social innovations, private sector engagement, and the development of advocacy messages. Background in policy research is a strong asset.
  • Demonstrated knowledge of Disaster Risk Reduction and Climate Change Adaptation
  • Ability to summarize and persuasively communicate complex information in written and verbal form to different audiences.
  • Proven experience organizing high-level stakeholder engagements, such as innovation events, or multi-sectoral coordination platforms.
  • Proven experience with service contracts and grants management.
  • Experience in advocacy and influencing efforts at a global level, engagement in previous COP is a plus
  • Experience designing or managing innovation-related activities, such as open innovation funds, particularly in the context of climate resilience or sustainable development.
  • Team player that can coordinate and facilitate tasks for program outcomes both internally and externally, with stakeholders including governments, NGOs, donors, community groups, and the private sector.
  • Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required.
  • Ability to frequently travel to project targeted areas and work effectively with diverse team.

Living Conditions / Environmental Conditions

 

The position is based in Amman, Jordan. Frequent domestic travel to the field from Amman will be

required. Upon the instructions and approval of the supervisor.
