Job Description and Requirements

The GIZ Jordan Project " Social Protection and Inclusion for Refugees and Host Communities in Jordan (SPIRIT) is seeking to hire an “Social Protection Advisor – Focus: Inclusion” for full-time base employment.

This project aims to improve access to high-quality social protection services for Jordanians and refugees with disabilities and their families. It focuses on four main areas: enhancing disability identification systems, strengthening coordination and referral mechanisms, improving the quality of services at Ministry of Social Development (MoSD) centres, and advancing the policy framework for inclusive social protection. Key activities include establishing a national disability registry, piloting integrated referral systems, implementing independent living concepts, training service providers, and supporting family caregivers. The project targets persons with disabilities, their families, caregivers (especially women), social workers, and organizations of persons with disabilities (OPDs), with MoSD as the lead implementing partner alongside key national stakeholders e.g. the Higher Council for the Rights of Persons with Disabilities (HCD).

Qualifications and Specialist Knowledge

  • Master’s degree in social policy, public administration, international development, disability studies, or a related field.
  • Excellent written and verbal communication skills in English and Arabic
  • At least 5 years of relevant professional experience in the field of social protection, with a strong focus on inclusion of persons with disabilities and in the design and implementation of digital systems such as MIS, beneficiary registries, or payment platforms in the social protection sector
  • At least 5 years of relevant experience working with or advising government institutions, particularly ministries or coordination bodies involved in social protection reform or inclusive service delivery
  • Strong understanding of cooperation between government partners and international development partners – previous exposure to social protection policymaking in Jordan would be an asset
  • Strong understanding of intersectional issues, including the interplay of gender, disability, and displacement within social protection frameworks, would be a strong asset
  • Excellent interpersonal skills, ability to build strong relationships with diverse stakeholders
  • Attention to detail and ability to effectively perform tasks, take initiative and work proactively
  • Strong analytical and problem-solving abilities
  • Very good ITC skills
  • Strong team orientation, high degree of flexibility, personal responsibility, initiative and commitment

Main Responsibilities

  • Support the conceptualization and implementation of activities to strengthen inclusive social protection systems in Jordan, with a focus on the inclusion of persons with disabilities
  • Liaise with governmental partners, NGOs, and international organizations to ensure coordination, harmonization, and alignment of project measures in the area of social protection and inclusion of persons with disabilities
  • Support the design, coordination, and implementation of project activities related to inclusive digital transformation, including beneficiary databases, case management tools, and digital service delivery.
  • Prepare project activities such as workshops, seminars, capacity building measures and study tours
  • Supervise external service providers to ensure quality of results
  • Develop technical documents and knowledge products on social protection & ensure knowledge transfer within and outside the project and with different divisions in GIZ Headquarters. Ensure alignment with activities implemented in Jordan.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
