Short-Term Consultancy: Incubation Facilitator

1. Background

The Youth Grow Activity (YGA) is a five-year (2023–2028) initiative funded by the United States, implemented by Q2IMPACT (a QED Group company) and partners, in direct partnership with the Government of Jordan. YGA is a strategic U.S. investment in Jordan's workforce, stability, and long-term economic self-reliance, upskilling Jordanian youth and connecting them to opportunities to strengthen one of America's most reliable partners during a period of intense regional political, economic, and social turmoil.

College for Advanced Vocational Training (CAVT) was established in 2022 by the Crown Prince Foundation to promote the Technical and Vocational Education and Training (TVET) sector in Jordan. CAVT offers high-quality, accredited, affordable, future-oriented, and technology-enabled TVET programs across a diverse range of fields aligned with global trends, ensuring a highly skilled workforce capable of adapting to evolving market demands.

Within the Jordanian TVET ecosystem, technical proficiency alone is no longer sufficient for competitiveness; graduates and skilled practitioners also need entrepreneurial tools — business model design, marketing, and financial management — to move from “skilled” to “employed” or self-employed. With several mega-projects on the horizon, Jordan's labor market increasingly demands innovative, professionalized talent. The Vocation-to-Venture (V2V) Launchpad responds to this need as an Incubation program designed for TVET students/graduates/labor and TVET skilled youth (18–29 years) from College of Advanced Vocational Training (CAVT)’ graduates and vocational labor. The program focusses on building foundational business and entrepreneurial competencies through experiential, challenge-based learning and practical application. Its primary objective is to strengthen entrepreneurial literacy, promote self-employment awareness, and equip participants with the knowledge and skills required to transform their vocational knowledge and skills into ventures, and to pursue sustainable income-generating opportunities.

To ensure long-term operational sustainability and efficient delivery during the incubation phase, YGA is providing technical assistance to CAVT's V2V (Vocation-to-Venture) project by engaging a dedicated short term Incubation Facilitator.

2. Short term - Incubation Facilitator -Consultant Summary

The Youth Grow Activity (YGA) is seeking a qualified Incubation Facilitator (Short-Term Consultancy) to support the operational implementation and delivery of incubation programs and services under the supervision of CAVT Business Incubator.

In this role, the consultant will oversee participant administration, program logistics, and operational workflows while directly supporting entrepreneurs in developing and executing their business models and milestones. Additionally, the position is responsible for coordinating with mentors and stakeholders, tracking key performance indicators (KPIs), preparing operational reports, and implementing Standard Operating Procedures (SOPs) to ensure continuous improvement, efficient implementation, and sustainable incubator operations.

3. Scope of Work & Key Responsibilities

The Incubation Consultant will be responsible for:

  • Coordinating the operational implementation and delivery of incubation programs, activities, and services.
  • Managing admission, registration, onboarding, and participant records.
  • Supporting the development of incubation plans, milestones, and budgets for program participants.
  • Guiding incubation participants in developing and executing their business models.
  • Implementing and continuously improving incubation operational processes, workflows, and Standard Operating Procedures (SOPs).
  • Maintaining program databases, tracking Key Performance Indicators (KPIs), and preparing operational reports and program documentation.
  • Coordinating with internal departments, consultants, mentors, service providers, and external stakeholders to ensure effective program implementation.
  • Assisting in organizing networking events, competitions, Demo Days, exhibitions, and other incubator activities.
  • Participating in Training of Trainers (ToT), knowledge transfer, and institutional capacity-building activities.
  • Performing any other duties related to incubation operations as assigned.

5. Reporting & Coordination

The consultant will work in close coordination with and under the technical review of CAVT’s team, while reporting directly to YGA’s team, to ensure all outputs are integrated and aligned with the assigned responsibilities and overall project goals.

6. Qualifications & Experience

  • Education: Bachelor’s degree in business administration, Entrepreneurship, Engineering, Education, Information Systems, or a related field.
  • Professional Experience:
    • 5–8 years of proven experience in managing business incubation activities, entrepreneurship support, or startup programs.
    • Demonstrated experience in coordinating and managing incubation program activities.
    • Proven experience in supporting startups and entrepreneurs through business planning, market validation, business model development, and venture growth activities.
    • Practical experience in coordinating with mentors, consultants, service providers, funding partners, and ecosystem stakeholders.
    • Experience in monitoring program performance, maintaining participant
    • databases, tracking KPIs, and preparing analytical and operational reports.
  • Skills:
    • Strong organizational, planning, and problem-solving skills.
    • Proficiency in Microsoft Office and digital collaboration tools.
    • Excellent communication skills in Arabic; good working knowledge of written and spoken English.
