The GIZ Jordan Projects FURSATI – Empowering Women for Technical and Green Crafts Professions and in Career Development  and  Centres for Migration and Development (ZME) are seeking to hire a “Policy Advisor” based in Jordan- for full-time base employment.

FURSATI – “is a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from 05/2026 to 04/2030. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. 

FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. 

Output 1 strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. 

Output 2 supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. 

Output 3 addresses social norms limiting women’s participation in these sectors through evidence-based campaigns, community dialogue, Sport for Development approaches, and exchange with women’s and business associations. 

Output 4 strengthens labour market-oriented qualification offers and women’s transition into employment through labour market analysis, training development, mentoring, career guidance, job fairs, internships and cooperation with relevant associations

ZME- The global programme "Centres for Migration and Development" (ZME) is part of the Group “Flight, Migration, and Return” in the Department “Sector and Global Programmes”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the centres help to shape safe and regular migration that benefits all sides: Embedded in the structures of the cooperation countries, they advise people on regular work or training migration and at the same time support returnees from Germany and other countries to reintegrate socio-economically in their country of origin. In this way, the centres enable the partner structures to support people in all phases of the migration cycle.  

Qualifications and specialist knowledge

  • Profound knowledge of Jordan’s TVET system, structures, and reform processes, including the National Qualifications Framework and the strategies for its implementation.
  • In-depth expertise on gender equality matters in TVET and Secondary Education, including sound familiarity with current scientific discourse.     
  • At least 7 years of working experience with TVET governance structures in Jordan       
  • At least 5 years of experience working in international cooperation in capacity development of steering structures in the TVET sector.   
  • Proven expertise in managing communication with political partners.    
  • Profound knowledge of the BTEC system, 
  • Strong communication skills, cultural empathy, high service orientation as well as resilience and flexibility.
  • Fluent in Arabic and English

Main Responsibilities 

Fursati: The advisor will mainly work under Output 1 (TVET / Governance), and contribute to other outputs, specifically Output 2 (BTEC System), regarding governance issues.

  • Provision of project advisory measures for the implementation of gender strategies under the umbrella of the Jordanian TVET strategy,
  • Facilitate political dialogue on key intervention areas in close collaboration with the AV.
  • Support access and facilitate cooperation with the Accreditation and Quality Assurance Commission (AQAC) and other key players in the TVET sector.
  • Provide advisory services to MoE counterparts on Gender-related policy processes

Centres for Migration and Development (ZME) – Jordan The advisor will work under Output 1 (Capacity Development), and Output 4 (Advisory Procedures), regarding governance issues.

  • Coordinate and facilitate the dialogue with the political partner (MoL) in close collaboration with the project lead.
  • Prepare regular project inputs and written contributions related to project implementation in Jordan, such as reports to partners (MoL)
  • Prepare, implement and follow-up of labour mobility steering committee meetings and project technical committee meetings with MoL
  • Maintain regular contact and dialogue with ZME project partners and relevant stakeholders to cooperate towards achieving the projects’ objectives (including public and private institutions in the fields of TVET and labour migration)
