Regional Communication Consultant – Gulf Strategy Support

(Service Contract)

Based in Amman/2026

1. Background

Médecins du Monde (MdM) France is strengthening its communication capacity at country and regional levels to support visibility, donor engagement, fundraising and advocacy. In this context, MdM France is seeking to engage a Communication Consultant under a service contract to develop and operationalize communication priorities and produce high-quality, adaptable content aligned with organizational standards and the Gulf Strategy.

2. Objective of the Assignment

The objective of the assignment is to support the development and implementation of MdM’s annual regional communication plan and to produce, adapt, and manage high-quality communication content for donor engagement, fundraising, reporting, advocacy, and institutional visibility, with particular attention to Gulf-based audiences and stakeholders.

3. Scope of Work / Key Responsibilities

The Communication consultant will act as a technical resource and will be responsible for:

A. Content Development, Coordination & Deliverables

The consultant will be responsible for the development, coordination, and delivery of communication outputs, including:

  • Draft, edit, and produce high-quality communication materials, including:
    • Human interest stories (video, photos)
    • Fact sheets (regional or multi-country)
    • Operational updates (regional or multi-country)
    • Newsletters (regional or multi-country)
    • Donor briefs and presentations
  • Developing impact- and needs-based content, including scripting and coordination with field teams and/or external providers, depending on operational capacity
  • Adapting communication content for multiple uses, including donor engagement, reporting, fundraising, advocacy and visibility purposes
  • Coordinating the collection of communication materials from the field and ensuring a consistent and timely flow of content
  • Liaising with:
  • Internal MdM teams (programme, HQ communication service, and field staff)
  • External contributors (freelancers, photographers, videographers)

B. Communication Planning & Operationalization

  • Support the operationalization of country-level and regional communication plans
  • Ensuring all outputs are high-quality, delivered on time, and fully aligned with MdM global communication guidelines, with support from MdM France HQ Communication
  • Support the development, implementation and regular updating of an annual regional communication plan aligned with MdM’s Gulf Strategy.
  • Develop and maintain a communication calendar covering campaigns, donor events, field content, publications and key humanitarian dates.
  • Track the implementation of the plan and provide regular progress updates against agreed deliverables and indicators.

C. Social Media Management

  • Manage and develop MdM’s social media presence (as applicable), including:
    • Content planning and scheduling
    • Drafting posts and captions
    • Monitoring engagement and visibility
    • Conducting basic social media analysis
    • Managing the internal validation process
  • Ensuring content is tailored to different audiences and platforms

4. Duration & Modality

  • Type of contract: Service Contract
  • Duration: One year
  • Workload: The consultant will work on an on-demand, task-based basis. The scope and estimated time for each assignment will be agreed in advance. Hours worked will be recorded in weekly timesheets, with every eight cumulative hours considered one working day. Payment will be made monthly based on the approved daily rate, completed tasks, and approved timesheets. No minimum number of hours, days, or assignments is guaranteed.
  • Location: Amman, Jordan

5. Reporting Line

The Communication consultant will work under the supervision of the Regional Development Representative (RDR) and in close coordination with:

  • Country teams (primarily communication officers or field focal points, where no communication officer is in place)
  • HQ communication teams for coordination, guidance, support and validation.
  • Relevant programme staff, particularly for donor reporting and proposal development

6. Required Profile

  • Experience developing and implementing annual communication strategies, plans, tools and campaigns.
  • Bachelor’s degree in communications, journalism, media, public relations or a related field.
  • Proven professional experience in communications, journalism, media production or content development, preferably with humanitarian or development contexts.
  • Demonstrated experience in photography, filming, video editing and the production of high-quality communication materials.
  • Experience managing social media accounts and pages, including content planning, publishing, audience engagement and performance analysis.
  • Experience coordinating content collection from field locations in collaboration with internal programme teams, country offices and external contractors.
  • Experience planning and supporting communication-related events and visibility activities.
  • Experience collecting and analyzing quantitative and qualitative data for communication, reporting and donor engagement purposes.
  • Experience working across networks and coordinating with multiple partner organizations and stakeholders.
  • Strong writing, editing and storytelling skills in English and Arabic; French is an asset.
  • Ability to translate technical and programmatic information into clear, engaging and audience-appropriate content.
  • Strong organizational and coordination skills, with the ability to work independently and manage multiple stakeholders and priorities.

  • Donor briefs, factsheets and presentations based on identified needs.
  • Human-interest stories and audiovisual content from selected operations.
  • Social media plans, content packages and performance reports.
  • Updated regional communication and media library.
  • Communication support for priority Gulf events and donor engagements.
  • Quarterly progress and analytics reports.
