About Mercy Corps

Mercy Corps (MC) is a leading global organization powered by the belief that a better world is possible. In disaster, in hardship, in more than 40 countries around the world, we partner to put bold solutions into action helping people triumph over adversity and build stronger communities from within. MC has worked in Jordan since 2003 to implement a variety of programs funded by global public institutions, as well as private donors to meet the urgent needs of vulnerable populations, build cohesive and civically engaged communities, and increase inclusive economic opportunities. MC’s current portfolio in Jordan focuses on three domains: resilient individuals, strong communities and governance, and environmentally sustainable and inclusive economic growth. MC integrates cross-cutting themes of youth, gender equality and empowerment, governance, natural resource management, and technology.

About the Project

Jordan, one of the most water-scarce countries in the world, is facing escalating climate-related disasters that threaten its communities, economy, and environment. Rising temperatures, declining rainfall, and more frequent extreme weather events—particularly flash floods and heatwaves—are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and implementation of climate policies and promotes climate-smart investments to build long-term resilience. At the community level, Tabeaa works in five highly vulnerable locations -Wadi Musa, Azraq, Mlaih, Dieban, and Shobak- implementing locally driven interventions to protect water resources, reduce disaster risks, and support sustainable livelihoods. By integrating national-level policy action with grassroots resilience-building, Tabeaa empowers both institutions and communities to sustainably adapt to Jordan’s growing climate challenges.

Purpose / Project Description:

Several municipalities in Jordan have developed disaster risk management (DRM) plans under the joint efforts of the Ministry of Local Administration (MoLA), Mercy Corps, and UNDP, and local partners. To strengthen municipal-level resilience, there is now a need to review and improve existing DRM plan templates, including the development of all necessary operational annexes, and support municipalities in updating their DRM plans.

This Consultancy will focus on reviewing and finalizing the existing DRM plan template, facilitating annual review and update of DRM plans in four municipalities, and conducting practical in-house working sessions with DRM units in eight selected Municipalities, and preparing and finalizing comprehensive DRM plans in eight selected municipalities with the operational annexes.

This Consultancy aims to ensure the plans are comprehensive, participatory, and operational by directly engaging municipal DRM units and aligning with Jordan’s National DRR Strategy (2023–2030), the Sendai Framework, the newly developed “Guiding Document for the Localization of Disaster Risk Management in Jordan” and global best practices.
