Background

Enabel is present in Jordan since 2019, through the Quadra 2 project “Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises", financed by the EU-MADAD-Fund.
Enabel is implementing new project in Jordan titled "socio-economic empowerment for youth, Syrian refugees and women in Jordan". The new project is proposed for a period of 4 years (2023-2027).
We are looking for a MEAL Officer who will be responsible for supporting the implementation of the new project.

Job description

• Provide technical inputs on the upgrade of the dashboard developed under QDRAII as an efficient monitoring system of trainees and business owners accompanied by the Action.
  Contribute to the implementation of the action-research of the intervention, as well as the data generation and analysis on the socioeconomic inclusion of refugees and livelihoods, in collaboration with VET and business development Expert.
  Support in the monitoring and tracing of indicators reported in the logical framework
  Work closely with implementing partners and put in place a efficient reporting mechanism (linked with the dashboard) to ensure efficient data collection
  Use data collection and analysis to inform strategies and approaches in the programme

Your profile

Education:
Master's degree in business administration or related field.
Minimum 3 years of professional experience
in monitoring & evaluation in various development interventions.
Proven expertise in M&E methodologies, including existing approaches and theories, norms and standards, sampling methods, quantitative and qualitative methods, quality and validity of data, analysis and interpretation of data
Expertise in measurement of progress indicators, in reporting and in learning processes (action research, outcome mapping)
Knowledge of methods for validating the strength/ reliability of a quantitative tool and approach to measure effects.
Ability of carrying out rigorous desk reviews/ benchmarks.
Insight in MEL themes and particularly in monitoring development projects.
Information (data) management and knowledge management skills.
Good IT skills (spreadsheet, word-processing).
Good analytical and synthesis and communication skills.

Good organisational skills.
Sense of responsibility and initiative.
Specific competences or knowledge considered an asset:
Experience with collecting and analyzing data on the thematic of TVET, employment, business development, and economic inclusion of refugees
Knowledge of data management, analysis/statistics;
Expertise in developing and implementing data-collection instruments, reporting and learning exercises (evaluation, action research, knowledge building);
Languages: Good knowledge of Arabic and English (in speaking and in writing)
