About Iqlaa

The Informal Livelihoods Advancement Activity (Iqlaa) is a five-year program that started in May 2022 and aims to support Jordan's Home-based, micro and small businesses to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.

Activity Description

The USG Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of Micro and Small Enterprises (MSEs) in Jordan by enhancing their managerial capacities and improving their access to business opportunities, financial products, and services. Central to Iqlaa’s strategy is its commitment to an evidence-based approach, underpinned by a streamlined research management framework. This ensures that findings are effectively disseminated, translated into actionable recommendations, and developed into accessible resources. By adopting this approach, Iqlaa aims to drive impactful and sustainable interventions for MSEs and key ecosystem actors, at both the enterprise and market levels.

Iqlaa has conducted extensive research and analysis on Jordan’s micro and small enterprise (MSE) ecosystem, including sectoral studies, ecosystem assessments, and the development of governorate-level profiles. Building on this body of evidence, Iqlaa aims to consolidate key insights into an online MSE Geographic Map.

The online MSE Geographic Map will visualize sectoral distributions, geographic concentrations of MSE activity, ecosystem actors, and development opportunities across Jordan’s governorates. The platform will serve as an accessible evidence-based tool to support policymakers, development partners, and market actors in understanding local economic dynamics and identifying opportunities for targeted interventions and exploring spatial patterns, trends, and relationships across integrated datasets to inform planning, policy development, and operational decision-making.

The MSE Geographic Map will be developed as an interactive web-based system integrated within the selected entity’s website environment to ensure long-term institutional ownership and sustainability. In parallel, structured datasets generated through the map will be shared with the CVDB Observatory (Tanmieh Tool) under the Ministry of Interior to support broader economic planning and observatory functions.

Through this approach, the MSE Geographic Map will support improved coordination among ecosystem actors, facilitate data-driven planning and analysis, and contribute to strengthening the MSE ecosystem across Jordan.

 

Proposed High-Level Functions of the Map:

The map must incorporate core functions and technical characteristics including but not limited to:

  • Sector and Geographic Insights: Display sectoral distributions, geographic concentrations, and ecosystem dynamics across Jordan’s governorates, highlighting development opportunities through the integration of geographic data, research assessments and insights generated by Iqlaa.
  • Governorate Profile Integration: Integrate structured governorate-level profiles covering sector clusters, key stakeholders, economic characteristics, and identified opportunities and challenges affecting MSEs.
  • Interactive Map Interface: Provide a user-friendly interactive map interface enabling users to navigate geographic data layers and access structured information linked to each governorate.
  • Data Exploration and Comparison: Enable users to explore relationships, trends, and patterns across datasets to support evidence-based analysis and decision-making.
  • Stakeholder Engagement Features: Include interactive features such as filters, overlays, and clickable geographic layers to enable deeper exploration of ecosystem data.
  • Sustainability and Accessibility: Ensure the MSE Geographic Map is designed to support long-term institutional hosting within the selected entity’s website environment, while maintaining accessibility for a wide range of users.
  • Dynamic Data Updates: Enable periodic updates of governorate-level datasets so that the MSE Geographic Map remains a living resource for policymakers and ecosystem actors.
  • Data Export for National Platforms: Ensure that datasets generated through the MSE Geographic Map can be exported in structured formats (e.g., Excel or CSV) to support integration with national systems such as the CVDB Observatory (Tanmieh Tool).

 

This map will be a pivotal tool for programmatic decision-making, promoting coordination among MSE actors and supporting interventions aimed at enhancing the MSE ecosystem in Jordan.
