JOB TITLE: Monitoring, Evaluation, Accountability and Learning Assistant

TEAM/PROGRAMME: Monitoring, Evaluation, Accountability and Learning (MEAL) Unit

LOCATION: Zatari & Azraq

POST TYPE:  National

 

External representation and communications: Level (2)

-Regular contacts require the exchange of basic factual information to suppliers, beneficiaries or other partners

holder to have regular contact with or access to children or young people

 

ROLE PURPOSE:

Support the MEAL Unit in developing and improving monitoring and evaluation tools and processes especially for Save the Children’s emergency response. Ensuring tools and forms are adequately and correctly used in the field by programs staff. Critical for this role is to have data available as required and enter data into information management systems for analysis and reporting. This role will entail significant amount of fieldwork at different sites.

 

SCOPE OF ROLE:

Reports to: MEAL Manager

Country Dimensions: Save the Children works in all 12 Governorates in Jordan with a current staff complement of approximately 300 staff and current expenditure of approximately $10 million each year.

 

KEY AREAS OF ACCOUNTABILITY:

Support the delivery of effective Programs, in both development and humanitarian contexts, by:

  • Collecting reliable and accurate data from the field through different tools and methodologies and ensure that data is collected and processes according to the data protection protocol.
  • Oversees data collection through Kobo server by following up on field staff to ensure quality and consistency and compile and disseminate information in appropriate formats as needed for project planning and progress reviews.
  • Interpret and check data through processes of data cleaning for accuracy and consistency.
  • Supporting the MEAL team in analyzing data and drafting evaluation and assessment reports.
  • Supporting the MEAL team in providing capacity building and technical assistance to staff in the filed implementation of projects and program and provide guidance and user support to programs focal points.
  • Assist the MEAL Manager in producing tables and graphs to represent collected data
  • Enters data and maintain database that tracks beneficiaries, update based on data collected from field teams.
  • Supervise interns or data entry volunteers if needed
  • Keep track of source documents (lists, forms, questionnaires, FGDs) and make sure to receive it and archive hard copy files.
  • Keep and make available participants records per program /project / region in excel sheets when required as indicators.
  • Ensure timely collection and processing of data all locations – including assurance that data is timely available for reporting
  • Performs administrative duties including copying and packing evaluation forms, filing and storing analyzed forms, assist in preparing workshop portfolios, word processing
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of crisis or emergency.
  • Commitment to serving members and their donors, and to help build a culture of member service throughout organization.
  • Work as accountability focal point for all of camp/host community locations and coordinate with the accountability assistance in regard the monthly accountability plan.
  • Perform such other duties as necessary

QUALIFICATIONS AND EXPERIENCE

Essential:

  • University degree in business administration, MIS, social administration, development studies or other relevant academic discipline;
  • At least one- two     year experience in monitoring and evaluation activities of international development projects
  • Experience developing and using Management Information Systems (MIS), including program technology, mobile-based monitoring systems and basic dashboards.
  • Knowledge on Monitoring, Evaluation, Accountability and Learning.
  • Conduct field-monitoring visits, focus group discussions, and conduct assessments with beneficiaries and non-beneficiaries to receive feedback from different stakeholders.
  • Have good knowledge on working on the different online data collection applications.
  • Knowledge on qualitative and quantitative data collection tools.
  • Excellent PC/database skills and knowledge of current statistical packages
  • Advanced excel skills (e.g. pivot tables, functions & formulas, etc.) and other MS office (e.g access, word, etc.).
  • Experience in facilitating trainings/workshops to volunteers.
  • Ability and willingness to travel within Jordan.
  • Manage feedback received and ensuring a timely and appropriate follow-up if needed.
  • Entering data and sharing findings with Senior MEAL.
  • Strong skills in data analysis and visualization.
  • Work closely with field staff to collect data and implement activities to support beneficiary accountability.
  • Strong organizational, interpersonal/cross-cultural communication, and time-management skills
  • Strong Arabic and English oral and written communication skills.
  • Any other duties as may be assigned by the Line Manager.
