About HALO Trust: The HALO Trust is the world's largest international humanitarian Mine Action Non-Governmental Organization (NGO). HALO's mission is to save lives and restore communities affected by Explosive Remnants of War (ERW), including landmines, aircraft and cluster bombs, artillery projectiles, rockets and missiles, and improvised explosive devices (IEDs). Established in Afghanistan in 1988, HALO now employs nearly 9,000 staff across 26 countries and territories.
HALO's Syria Program: HALO's program in Syria was established in 2016 and is coordinated from offices in Amman, Jordan, and Syria. HALO conducts its projects in Syria through national NGO partners and a HALO Field Office in Kelli, Idleb. Current projects in Syria include Explosive Ordnance Disposal (EOD), Non-Technical Survey (NTS), Explosive Ordnance Risk Education (EORE), and Victim Assistance (VA).
Finance Department: The finance team consists of two staff members: the Finance Manager and the Finance assistant.
Position Overview
Supervisor: Finance Manager
Role and Responsibilities: The Finance Assistant supports the finance manager management of program finances. Key responsibilities include accounting, cash management, payments, banking, and payroll. The role may also involve assisting with expense allocation.
Responsibilities:
A. Compliance:
Ensure that program financial policies and procedures are strictly followed and comply with HALO's Global Finance and Accounting Manual under the guidance of the Finance Manager.
Ensure adherence to program procurement procedures relevant to compliance and value for money requirements, as directed by the Finance Manager.
Ensure proper filing and archiving of all documents.
B. Accounting:
Prepare purchase vouchers (PVs) and submit them to the Finance Manager for review.
Record all expenditure transactions accurately in NetSuite, HALO's accounting software.
C. Cash, Payments, and Banking:
Prepare the monthly cash request for review by the Finance Manager before the Program Manager signs it and submits it to HALO HQ.
Receive and arrange payment of invoices, confirming that the correct procurement processes have been followed.
Review and process staff travel reimbursement requests, ensuring compliance with procedures.
Maintain petty cash and associated records.
D. Payroll:
Prepare staff payroll for review by the Finance Manager, including calculations for salary, income tax, social security, and other government charges.
Prepare and issue staff payslips.
Ensure timely submission of monthly payroll information to the bank.
Prepare the annual income tax declaration.
E. Program/Project Budget Management:
Assist with the allocation of expenses across project budgets under the guidance of the Finance Manager.
F. Financial Reporting and Auditing:
Assist in preparing financial statements, donor financial reports, under the guidance of the Finance Manager.
Support internal and external audits and assist HALO HQ Finance with required documentation for audits conducted at HALO HQ under the guidance of the Finance Manager.
General Duties for All HALO Staff:
a. Work within the framework of HALO's core values, promoting its ethos and mission statement.
b. Work towards achieving program and/or group business plan objectives.
c. Ensure familiarity with and adherence to all HALO policies and procedures and stay informed of HALO activities.
d. Travel to other countries (e.g., to other HALO programs) as required.
e. Discharge duties and responsibilities under HALO's Health and Safety procedures.

Employment Criteria:
Very good in English and Arabic (written and spoken).
Bachelor’s degree in finance, accounting, or business administration.
1-2 years’ experience in NGO sector
Proven good-level competency in Microsoft Excel, other Microsoft Office applications, and knowledge of ERP systems.
Strong foundational skills, including:
Numeracy, attention to detail, and accuracy.
Initiative and self-motivation.
Analytical thinking and problem-solving.
Ability to independently plan, prioritize, and conduct work activities within imposed time constraints.
