Job Description and Requirements

1.      Programme Background

The ‘Work: No Child’s Business’ (WNCB) alliance aims at ensuring that children and youth are free from child labour (CL) and enjoy their rights to quality education and (future) decent work in six countries with a high prevalence of CL: Côte d’Ivoire, India, Jordan, Mali, Uganda, and Viet Nam. Social, gender norms and traditions, social exclusion, and discrimination as well as a poor functioning education system, are key reasons why children are working and not attending school.

 

2.      Purpose of this Endline Evaluation

The WNCB country team in Jordan needs to understand the effects of the WNCB programme interventions in the targeted communities in East Amman and Zaatari camp and uses a multitude of methods to assess relevant changes in their target communities. In 2020, a baseline quantitative and qualitative data collection activity took place across various locations in East Amman and Zaatari camp, followed by a mid-term data collection activity in 2022 which allowed the programme team to evaluate the effectiveness of the implemented interventions to eliminate child labour.

 

3.      Objectives, Scope, and Methods of the Endline Evaluation

Through this evaluation, the consultant should assess the status of child labour and conditions  enabling child labour at the endline through:

  • Managing a team of enumerators to collect data against programme KPIs on a household  (HH) level through a predefined and finalised survey questionnaire which will be provided during inception phase.
  • Managing a team of enumerators to collect tracer study data from adult factory workers who directly participated the programme using tracer study template which will be shared during inception phase.
  • Comparing HH survey questionnaire and tracer studies’ data with baseline and midterm findings and highlighting key changes that took place across the timeline of the programme.
  • Supporting the Sense Maker external consultant (who is based in the Netherlands) through managing a team of enumerators to collect qualitative Sense Maker data from children, parents, teachers, community members,       private sector, and government focal points to assess attitudes towards child labour and education using tools that will be shared during inception phase.

4.      Qualification and Experience of the Consultant/Team

The consulting firm or consultant(s) will be selected based on their proven experience, qualifications, and ability to deliver a quality product in a timely and efficient manner. Qualifications and experience of the lead consultant team members include:

  • Experience in quantitative and qualitative research, data collection, analysis, and reporting
  • Experience in conducting a multi-sectoral assessment.
  • A soft copy of two recent MEAL reports to demonstrate the previous experience.
  • Excellent spoken and written command of Arabic and English
  • A list of 3 recent organizations for which services have been provided.2
