Qualifications and Specialist Knowledge
- University Degree in Social Sciences (preference: Economics and Political Science) or Applied Sciences (preference: Business, Entrepreneurship, Industrial and Labor Relations)
- At least 5 years of experience in a relevant position
- Proven in-depth knowledge and experience in private sector development focusing on policy dialogue
- Proven in-depth knowledge and experience in active labour market policies (including TVET, matching services and job creation initiatives)
- Proven in-depth knowledge and experience in organisational development, especially developing capacities of public institutions
- Advisory experience, especially with Jordanian public and private institutions
- Experience in working in international development cooperation projects is an asset
- Very good knowledge of information technology and computer applications (teams, words, outlook, excel, etc.)
- Very good knowledge of English is required, knowledge of German is an asset
- Knowledge of project management is required
- Very good networking and communication skills are required
- Cooperation and team spirit is required
Main Responsibilities
The Advisor is assigned to the following specific thematic focus within output area 1 of the Joint Action “Entrepreneurship for Sustainable Economic Development and Employment in Jordan” cofinanced by BMZ and European Union.
- Entrepreneurship Promotion (Public Sector Focus): Promote entrepreneurship and raise awareness within the public sector entities (ministries, departments, municipalities, etc.) .
- Capacity Development & Training (Public Sector): Strengthen the abilities of public sector stakeholders to design and implement entrepreneurial support measures, including needs identification, preparation and follow-up activities
- Dialogue Facilitation (Public-Public): Coordinate and manage systematic dialogues within public sector entities, including overseeing the preparation and follow-up activities
- Sectoral/Cross-Cutting Start-Up Policy Development (Public Sector): Support the development and implementation of targeted start-up/entrepreneurship policies (Green, Women, Social) by securing contributions and buy-in from public sector
- Partner strategies focal point: Support the employment cluster and E4DE in all matters regarding the economic modernisation vision, public sector modernization road map, and other relevant partner strategies in Jordan
- The achievement of the above thematic areas require assuming the following Key Tasks and Duties: Manages the process of designing, planning, monitoring, and reporting of operational level activities; Leads and coordinates the technical implementation of activities in collaboration with implementing partners; Responsible for monitoring and reporting on progress of the technical implementation of activities; Responsible for preparing Terms of References (ToR) and full procurement files for processing of short- and -long-term consulting firms or individual consultants; Responsible for preparing and processing the grant agreement with stakeholders and partners; Responsible for technical and financial management of services contracts and/or financial (grant) agreement; Identifies synergies and interactions with other team members’ works processes and thematic focus area and ensures full cooperation; Advises and supports MoDEE and other public institutions within the thematic focus area; Supports the team in any other tasks and operational activities.
