Development Gateway: An IREX Venture (DG) is an international non-profit organization that works at the intersection of data, digital systems, and development programming. DG is one of several consortium partners led by IREX implementing the Early Grade Education Activity (EGEA, also known as ASAS) in Jordan, a large-scale and fast-paced education program running from 2023 to 2028.

Within ASAS, DG supports key activities related to information systems, data use, interoperability, governance, analytics, and coordination with universities, consortium members, and government stakeholders in Jordan.

Position Summary

The Senior ASAS Program Coordinator will be a full-time, in-person role based in Amman, Jordan. Serving as a central coordination and operations focal point for DG’s work under the ASAS consortium, the role is designed for a highly organized, proactive, and solutions-oriented professional who can keep multiple workflows moving simultaneously while ensuring strong coordination across DG, IREX, consultants, vendors, universities, and government counterparts.

This position requires someone who can thrive in a fast-paced environment, rapidly understand and apply both DG and IREX systems and compliance requirements, and maintain close alignment with consortium priorities, timelines, and ways of working. The Senior ASAS Program Coordinator will support smooth day-to-day implementation by combining strong administrative discipline, vendor and consultant management, internal team coordination, and practical problem-solving.

The ideal candidate is a self-starter who is proactive in identifying and responding to needs, highly organized and experienced in coordination, vendor management, and operations. The post holder must be comfortable working across remote and in-country teams, following up on multiple deadlines in parallel, and handling shifting priorities with professionalism and attention to detail.

Reporting and Working Relationships

The Senior ASAS Program Coordinator will report to DG’s Oversight Lead based in the UK, with regular coordination with relevant DG program and technical colleagues based in Jordan, the U.S., Kenya, Argentina and other locations. The role will also work closely with IREX colleagues and other consortium team members to ensure DG’s work is well integrated with broader ASAS implementation needs.

The role is embedded within the ASAS office in Amman and is expected to work closely with the broader Jordan-based consortium team to support strong communication, accountability, and operational alignment across partners.

Key Responsibilities

Program Coordination and Delivery

• Coordinate day-to-day implementation of DG’s ASAS workstreams, ensuring timelines, deliverables, dependencies, and follow-up actions are tracked and completed on time.
• Maintain and update work plans, schedules, trackers, status updates, and core project documentation in coordination with DG colleagues and consortium counterparts.
• Proactively manage risks to DG’s deliverables; identify potential delays in consortium workflows that impact DG’s scope, and draft mitigation strategies.
• Support internal planning and implementation processes by monitoring progress, identifying bottlenecks, and escalating risks, delays, or capacity issues early with proposed mitigation actions.
• Coordinate inputs from DG team members for weekly, monthly, quarterly, and other program reporting requirements, ensuring accuracy, completeness, and timely submission.
• Track action items across meetings and workstreams and follow up with responsible team members to maintain accountability and momentum.

Administrative and Operational Support

• Provide high-quality administrative support for DG’s ASAS portfolio, including scheduling meetings, managing calendars, preparing agendas, drafting notes, tracking decisions, and coordinating follow-up actions.
• Coordinate logistics with DG and IREX colleagues as needed for online and in-person meetings, workshops, and program events, including booking venues or meeting rooms, arranging materials, and ensuring participants have the information they need.
• Support travel, transportation, accommodation, and related logistics for DG staff, consultants, and partners engaged in ASAS activities.
• Organize and maintain shared documentation, filing systems, trackers, workflows, standard operating procedures (SOPs), guidance notes, and reference materials to support operational continuity and knowledge management.
• Provide general coordination and administrative support as needed to ensure smooth day-to-day operations across DG’s contribution to the program.

Vendor and Consultant Management

• Support procurement and vendor management processes, including requesting quotations, coordinating approved purchase orders, tracking scope, timelines, status, and costs, and maintaining accurate records.
• Serve as a key coordination point with vendors and external service providers, including translation providers, travel and accommodation suppliers, and other operational consultants or firms engaged by the project.
• Review vendor deliverables for completeness and administrative accuracy, consolidate feedback from DG and IREX colleagues, and coordinate revisions or follow-up with service providers as needed.
• Review invoices and supporting documentation for accuracy and completeness before submission for approval in line with DG procedures.
• Help identify consultant or short-term technical support needs and coordinate onboarding and engagement processes in collaboration with DG management.
• Communicate with the Oversight Lead to flag local financial risks, variances, or compliance bottlenecks early.

Internal and Consortium Coordination

• Coordinate closely with DG team members across Jordan and global offices to ensure effective communication, timely information sharing, and alignment on deliverables and priorities.
• Work across DG and IREX structures to ensure tasks, approvals, workflows, and documentation are coordinated efficiently and in line with consortium requirements.
• Support collaboration with other consortium partners, universities, government stakeholders, and technical counterparts by maintaining proactive, clear, and professional communication.
• Prepare presentations, briefs, and coordination materials in English and Arabic, and support team members in refining materials for internal and external audiences.
• Help ensure the smooth flow of information across team members, partners, and stakeholders so that operational decisions and implementation steps are clear and actionable.

Compliance, Systems, and Workflow Management

• Develop rapid familiarization with DG and IREX procedures, approval processes, compliance requirements, and operational systems, and apply them consistently in day-to-day coordination.
• Manage multiple workflows simultaneously, including reporting, procurement support, logistics, meeting coordination, consultant follow-up, and documentation control, while maintaining quality and deadlines.
• Support quality assurance across program coordination outputs, ensuring documents, trackers, vendor records, and operational processes are clear, complete, and aligned with program standards.
• Contribute to the development and documentation of practical workflows and internal processes that improve efficiency, clarity, and accountability across the ASAS team.

Qualifications

Required Qualifications

• Bachelor’s degree in a relevant discipline such as management, education, social sciences, development studies, information management, business administration, public policy, or a related field.
• 3-5 years of relevant professional experience in program coordination, operations, administration, or project support, preferably in development, education, or donor-funded programs in Jordan or similar contexts.
• Demonstrated experience coordinating multiple workstreams in parallel in a fast-paced, multi-stakeholder environment.
• Demonstrated experience managing vendors, consultants, procurement processes, invoices, and operational logistics.
• Experience producing bilingual project documentation, presentations, and coordination materials.
• Experience coordinating across internal teams and external partners, including remote colleagues and in-country stakeholders.
• Professional fluency in English and Arabic, both written and spoken.
• Strong writing, documentation, and presentation skills, with an emphasis on clarity, accuracy, and accessibility.
• Strong organizational, coordination, and time-management skills, with proven ability to track deadlines, follow up consistently, and maintain attention to detail.
• Strong interpersonal, relationship management, and diplomacy skills, with the ability to work effectively across diverse technical and non-technical teams.
• Ability to work independently while remaining highly collaborative and responsive to management direction and team needs.

Preferred Qualifications

• Experience working within consortium-based programs or projects involving multiple implementing partners.
• Experience navigating multi-partner compliance requirements (e.g., USAID, IREX, or similar international donors).
