DIGITAL FIELD COMMUNICATIONS OFFICER

Job description

Main Purpose

MSF uses public communications to support its medical humanitarian action, to bear witness on the crises it works in, to make its work known to the public, and to secure and sustain public support for its social mission, including through fundraising and recruitment efforts.

For the position,MSF is moving towards the building of its digital media capacities to be able to analyse the digital landscape, supporting the field communications team in identifying high-risk or relevant sources, and collecting, organising and interpreting quantitative and qualitative data on engagement, trends, networks and communications performance.

Accountabilities:

1 - Carries out digital and media monitoring

·       Monitors relevant media and digital channels, to highlight significant trends, news, or reports relevant to MSF or the contextual environment to the Head(s) of Mission, Field Communications staff, humanitarian affairs staff and/or other operational staff (as relevant)

·       Collects preliminary insights into public narratives on issues of relevance to MSF.

·       Oversee routine monitoring and weekly reporting done by Field Communications teams, and support non-routine monitoring done by the International Office – Coordinating and unifying these initiatives.

·       Monitor key country social media and media channels, and ability to also monitor regional media and public discourse, and provide analysis of the development of narratives, including actors, platforms, amplification patterns and potential reach, to inform strategic decision-making.

·       Management of online incidents and support on harmful narratives - Identifying possible risks of misinformation and disinformation campaigns against MSF, coordinating with Disinformation Advisor.

·       Ensure that the logbook of social media incidents is up to date and provide analysis of trends and their recent evolution.

·       Supporting the Field communications team with fact checking and sourcing of harmful narratives.

2 - Contributes to communications strategy and tactics

·       Reports on the tangible outcomes of communications initiatives, like the extent of coverage and audience response, and suggests improvements.

·       Identifies opportunities to raise the visibility of underreported crises that MSF is seeing in the country.

·       Provides initial insights on the feasibility of communications tactics, such as related to media window, social media penetration, audiences’ reception, etc.

·       Offers advice on engaging with media on digital channels during crises.

3 - Internal stakeholder engagement

·       Liaises with MSF digital working group  network for technical support, if needed, such as digital engagement, and monitoring.

4 - Reporting

·       Inclusion of digital trends in the monthly communication reporting.

·       Analyze impact of actions. Support requests from Field communications team and Communications Advisors for impact/performance reports of MSF communications and activities.

·       Helps track/record all public communications initiatives carried out for institutional memory.

 

MSF Section/Context Specific Accountabilities:

1 - Coordination

·       Onboard new team members in the digital aspects of operational communications.  

·       Liaise with colleagues of other departments for contextual updates and analysis.

·       Update team documentation: “digital bare minimum” and “digital maturity matrix”

·       Liaise with Digital Focal Point to ensure coherence with MSF digital guidelines and protocols.

 

2 - Content creation and publication

·       Advise on content production to ensure it’s designed for digital channels

Job requirements

Education

•          Essential: University degree in a relevant field such as journalism, communication Development, Political science or International Relations. Digital media

Experience

•          Essential: At least 3 years of professional experience in social media monitoring and analysis of harmful online narratives.

•          Desirable: Experience in NGO or international organisations specialised in humanitarian action, health or development. 

Languages                      

•          Fluent in oral and written English and Arabic

Knowledge

•          Active network with digital and tech specialists.

•          Media and digital monitoring, disinformation

Competencies

•        A thorough understanding of the (digital) humanitarian landscape. 

•        Experience working in digital environments (in NGOs, media, or similar sectors) 

•        Understanding of disinformation, misinformation, and digital risk in humanitarian settings 

•        Ability to translate complex trends into actionable strategies and recommendations 

•    Experience with designing policies, procedures and guidelines for structure and clarity to the preparedness and responses.
