Project Background:

The Jordan USAID Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. 

Role’s Purpose:

The Social Protection Coordinator will work with the technical team to support with the design, coordination, and implementation of interventions aimed at strengthening the capacity of key protection response entities serving survivors of domestic and sexual violence (DSV). The role focuses on coordinating technical interventions aimed at supporting government and local institutions to enhance the quality and availability of survivor-centered response services for DSV survivors and strengthening linkages between protection and social services. She/he will work with Himaya’s subcontractors, grantees, and consultants to conduct needs assessments to identify material and institutional needs of relevant government entities providing response and prevention services. This position will be based in Amman, Jordan, with travel as required to report on key project activities.

Key Duties and Responsibilities:

Program Coordination & Implementation

  • Support with conducting institutional capacity assessments for key stakeholders, including working with sub-contractors and counterparts on assessments design, data collection, and data analysis.
  • Contribute to the design of coordinated and integrated technical assistance interventions to strengthen social protection services that address the needs of survivors of domestic and sexual violence.
  • Develop scopes of work for technical assistance, grants processes, and consultants and support monitor the implementation of these mechanisms in close collaboration with the technical team.
  • Support implementation of technical assistance and training to GOJ´s institutions to improve the capacity of relevant staff to deliver high-quality and sustainable protection services.
  • Conduct field visits as needed to oversee implementation of technical assistance and project activities.
  • Assist in developing and monitoring work plans, budgets, and timelines to ensure efficient program delivery.
  • Document best practices, successes and lessons learned to inform the design of future programmatic interventions and support project communication requirements.
  • Contribute to data collection, analysis, and reporting in close coordination with the technical team and the monitoring, evaluation and learning (MEL) department.
  • Provide input on her/his activities to draft Annual Work Plans, and the project’s reports as requested. 

Qualifications

  • Degree in social work, public administration, development, or health.
  • 5 years of professional experience in the humanitarian sector or social work.
  • Demonstrated knowledge and understanding of social services system in Jordan.
  • Experience working in institutional capacity building projects in Jordan, familiarity with GOJ institutional dynamics, preferred.
  • Excellent communication and writing skills.
  • Professional proficiency in English and Arabic, required.

Reporting

The Social Protection Coordinator will report to the Law Enforcement & Protection Specialist.
