Job Description and Requirements

The GIZ Jordan Water Sector Governance Project is seeking to hire “Climate Change Advisor - Focus: Finance” based in Jordan- for full-time base employment.

The project ‘Water Sector Governance’ aims to support Jordan's water-sector institutions in applying the principles of good governance. By determining the optimal use of available resources, the project not only addresses immediate concerns but also paves the way for sustainable long-term solutions. With a focus on inter-agency collaboration, the initiative strives to foster an environment that encourages informed decision-making and promotes responsible resource allocation.

The project interventions cover a wide range of key areas, including the support for Jordan’s National Water Strategy implementation, human resources management, communication and outreach, digitalization and IT Security, strengthening regulation and monitoring, strengthening bulk water management, strengthening the sector’s capacities to apply the Water-Energy-Food-Environment Nexus approach and access to climate finance and promoting private sector participation within the water sector.

Qualifications and Specialist knowledge

  • BSc Environmental Engineering, Industrial Engineering, Energy Engineering, Economics, Finance, or a related field.
  • Master’s degree in finance or professional certifications such as CFA (Chartered Financial Analyst), CFM (Certified Financial Management) is an advantage.
  • At least 5 years of experience in technical and financial assessment and evaluation of infrastructure projects, preferably climate mitigation and adaptation projects (incl. water and wastewater, energy efficiency and renewable energy projects).
  • Relevant experience in financial modelling, risk assessment, and investment analysis related to infrastructure is an advantage.
  • Strong understanding of climate finance mechanisms and sustainable investment frameworks (e.g., GCF, AF…).
  • Familiarity with environmental impact assessments and regulatory compliance for infrastructure projects.
  • Proven experience in organizing and facilitating effective multi-stakeholders’ dialogues.
  • Commitment to continuous learning and staying updated on trends in climate finance and infrastructure economics.
  • Excellent knowledge in writing reports (English and Arabic).
  • Excellent knowledge of GIZ processes (including writing ToR, reports etc.) is an advantage.
  • Excellent communication and cooperation skills, outgoing, constructive, positive attitude
  • Fluent written and oral knowledge of Arabic and English.
  • Ability to cope with dynamic situation of cooperation system in development field
  • Team player/ability to cooperate with others.

Main Responsibilities:

This role will involve collaboration with MWI/WAJ-PMD, providing critical insights and support in the evaluation and design of climate-financed projects, main activities include:

  • Support the Ministry of Water and Irrigation (MWI), the Water Authority of Jordan (WAJ), and other partners in identifying, prioritizing, and developing climate financing project pipelines through feasibility and risk assessments, stakeholder consultations, and alignment with climate funds priorities and criteria.
  • Assist MWI/WAJ in financial modeling, investment analysis, and the development of business models and concept notes for project pipelines in coordination with relevant partners.
  • Supervise consultants by facilitating data collection and monitoring the development of project financial studies.
  • Coordinate with counterparts, consultants, climate funds (such as GCF, AF, GEF), financial intermediaries (development and commercial banks), and other donors.
  • Provide expert advisory and strategic guidance to MWI/WAJ on financial assessments and climate financing options for water and wastewater projects.
  • Support the Multi-Stakeholder Climate Financing Facilitation Mechanism in planning, programming, and future implementation of climate-financed water sector projects.
  • Prepare project documents, terms of reference, presentations, and outreach materials, including media materials as required by GIZ.
  • Support knowledge management and monitoring & evaluation (M&E) for the project, and coordinate meetings, seminars/workshops, and prepare minutes of meetings with stakeholders and teams of Output 1 to 4 (GIZ staff and consultants)

Location: Amman, with possibility of travelling to other governorates as needed.
