About Youth Grow Activity

Launched in 2023, Youth Grow Activity (YGA) is a five-year US Government (USG)-funded initiative that aims to transform the economic trajectory of Jordan’s youth while strengthening resilient, opportunity-rich local systems to promote long-term stability and security. YGA’s reflects a growing strategic consensus: youth economic empowerment is no longer just a development objective; it is a tool for socioeconomic prosperity. YGA tackles the root causes of economic exclusion and youth unemployment—key drivers of social unrest, destabilized vulnerable communities, and brain drain and migration. By aligning local and national economic opportunities with shared regional and global strategic interests, YGA leverages economic empowerment as a force to foster resilient partnerships that help co-create future-ready systems.

 

YGA focuses on three core objectives:

  1. Increased youth access to income-generating opportunities. YGA prepares, inspires, and links youth with opportunities and career pathways that allow them to generate income in growing arenas, including technology-enabled work, remote employment, and enhancing youth-led and youth-serving enterprises growth opportunities.
  2. Enhanced youth economic leadership through targeted support of youth-led, youth-serving organizations, and youth groups through integrating sustainable practices and procedures for youth economic integration into the local and national ecosystem and enhancing youth's meaningful involvement in decision-making by creating avenues where their voices are heard to shape their support activities that affect their economic progress. This approach allows YGA to support inclusive economic growth that fosters innovation and long-term value creation.
  3. Strengthened Jordan's youth development system in partnership with youth through enhanced coordination among stakeholders within youth-relevant services and policies and strengthened youth centers' capacity to serve as a connection hub between youth and youth support ecosystems to develop a lasting environment for youth empowerment and engagement.

 

ROLES AND RESPONSIBILITIES:

The Youth Inclusive Community Economic Development - Specialist will play a central role in coordinating, supporting, and supervising the implementation of Youth Inclusive Community Economic Development activities including technical and financial support provided to local youth serving and youth led organizations (YLOs/YSOs). Working under the guidance of YGA’s senior management, the Specialist will ensure effective field-level execution, partner support, and alignment with YGA’s objectives to foster youth innovation, self-employment, and income generation. This role requires a hands-on, field-oriented professional who is collaborative, responsive, and committed to enabling youth-serving and youth-led organizations to deliver high-impact, sustainable solutions.

Key Responsibilities:

  1. Stakeholders Engagement and Collaboration:
  • Establish and maintain effective working relationships with community stakeholders, local authorities, private sector actors, and youth beneficiaries to integrate appropriate technical priorities in program design/strategy
  • Collaborate closely with YGA teams to establish meaningful engagement with Youth-Led Organizations (YLOs), Youth Serving Organizations (YSOs), and project participants.
  • Contribute to workshops, learning events, and cross-partner exchanges to share insights and strengthen ecosystem collaboration.

 

  1. Capacity building of youth-led, youth-serving organizations, and youth groups
  • Lead the design and implementation of all YLOs, YSOs and youth groups capacity building (technical and financial) interventions.
  • Supervise YLOs/YSOs performance, track deliverables, and support continuous improvement through regular field visits, assessments, and coordination meetings.
  • Oversee the outreach and selection processes to ensure proper selection of eligible youth, and support partners in applying fair, transparent selection criteria.
  • Manage and coordinate the implementation of Youth-Focused revolving loan for Freelancing, Remote work and Microbusiness programs and Youth Makers Spaces and Production/Services Facilities interventions across selected partner organizations, ensuring quality, compliance, and alignment with YGA objectives.
  • Review and provide feedback on program designs, loan disbursement strategies, infrastructure plans, and sustainability approaches submitted by implementing YLOs/YSOs.
  • Monitor revolving loan distribution and repayment progress, ensuring risk mitigation and support measures are in place to protect youth borrowers Provide technical support to YLOs and YSOs in the roll-out and management of youth financing and production initiatives (Makers Spaces).
  • Ensure that Maker Spaces are accessible, well-equipped, and provide youth with the tools, mentorship, and resources needed to commercialize products or services.
  • Support YLOs/YSOs in the delivery of financial literacy, business development, and market access services to youth.
  • Ensure all interventions are implemented in line with Positive Youth Development (PYD) principles and the US government compliance standards.
  • Ensure quality activities through regular field visits, coordination meetings with all partners, and ongoing review of implementation plans at the field level.
  • Provide updates on achievements and challenges, address any emerging issues and support the adaptation or adjustment of project design and implementation in response to emergencies or context changes.

 

  1. MEAL support & Data Management:
  • Maintain accurate and organized records of activities, participant attendance, program evaluations, and other relevant project data.
  • Assist in data collection, analysis, and reporting to track the project's progress, impact, and sustainability.
  • Work with the MEL team to ensure data collection, reporting, and learning activities are integrated across both interventions and contribute to adaptive management.
  • Collaborate with the MEAL team to support program knowledge and information analysis from a technical standpoint, including developing needs assessments and using specific M&E tools to monitor project progress, indicators, and sustainability.

 

  1. Communication and Outreach:
  • Support communication efforts to promote the project among the target Youth-Led Organizations (YLOs), Youth Serving organizations (YSOs), youth audience and stakeholders.
  • Collaborate with the team to develop engaging marketing materials, social media content, and outreach strategies to increase project visibility and engagement.
  • In coordination with the component lead, actively participate and represent the organization in coordination or working groups, including technical working groups.

 

  1. Reporting:
  • Effectively monitor and track progress on project milestones, deliverables, and sustainability indicators.
  • Contribute to the preparation of minutes of meetings, regular reports on project activities, outcomes, and challenges, ensuring clarity, accuracy, and timeliness.
  • Provide updates to project supervisors, stakeholders, and partners as required, keeping them informed of project progress, achievements, and any emerging issues.

 

  1. Scheduling and Logistics:
  • Provide comprehensive administrative support, including handling correspondence, scheduling appointments, preparing meeting agendas, and managing project documentation.
  • Coordinate logistical arrangements for project activities, such as venue booking, transportation, and necessary equipment, ensuring smooth and efficient operations.

Perform any other duties assigned by the Chief of Party (COP) or Deputy Chief of Party (DCOP) related to youth development and local partner support, particularly tasks related to supporting other technical functions and other interventions within YGA.

 

MINIMUM EDUCATION, EXPERIENCE, SKILLS AND QUALIFICATIONS:

  • A bachelor’s degree in Youth Development, Social Work, Community Development, or any related field is required. A master’s degree is an asset.
  • At least 6 years of experience working within donor-funded projects in economic development, youth entrepreneurship, financial inclusion, or program implementation with NGOs and/or cooperatives.
  • Demonstrated experience supporting or managing initiatives such as microfinance, production hubs, or innovation spaces.
  • Excellent coordination, organizational, and partner management skills.
  • Ability to assess program performance, identify gaps, and propose solutions.
  • Strong written and verbal communication skills in both Arabic and English.
  • Ability to travel regularly to field locations and work with partners across various regions of Jordan.

Frequent travel to all 12 governorates of Jordan is required, up to 60% of total working hours.
