The GIZ Jordan Project "Water Sector Governance is seeking to hire a “Water and Sanitation Advisor - Focus: Bulk Water Resources Management” for a full-time base employment.

The Water Sector Governance Project, funded by BMZ and implemented by GIZ, focuses on the implementation of the principles of good governance to support advanced water governance and improve the population’s trust in the Jordanian water sector. The project addresses immediate concerns but also paves the way for sustainable long-term solutions by determining the optimal use of available resources. With a focus on inter-institutional collaboration, the project strives to foster a governance environment that encourages informed decision-making and promotes responsible resource allocation. By this, the project seeks to contribute to the overall resilience and development of Jordan's water sector. 

Qualifications and Specialist Knowledge

  • University degree (Master’s or equivalent) in Engineering, Hydrology, Hydrogeology, water resources management or other relevant field.
  • At least 10 years of proven professional experience in the water sector in Jordan, with a strong focus on bulk water resources and hydrological systems.
  • In-depth knowledge of Jordan’s hydrological landscape and water basin catchment areas.
  • Demonstrated experience in interpreting and working with GIS maps and spatial data related to water resource management.
  • Strong understanding of the institutional and regulatory framework governing bulk water resources in Jordan.
  • Ability to work in a multicultural and multi-stakeholder environment.
  • Proficient in English (spoken and written).
  • Proficient in MS Office and digital collaboration tools
  • Experience working with development cooperation organizations.

Main Responsibilities

  • Provide technical advice on developing and institutionalizing a bulk water management mechanism aligned with national strategies, regulatory processes, and modernization efforts.
  • Support the development and application of tools for calculating bulk water production volumes and costing, ensuring consistency and institutional uptake.
  • Advise on improving and institutionalizing a national water allocation and reallocation plan that is adaptive, equitable, and based on reliable data and sector demands.
  • Contribute to the development of a risk management framework for bulk water infrastructure, focusing on asset reliability, emergency preparedness, and climate resilience.
  • Provide guidance on identifying new water resources and sustaining existing ones, considering technical, environmental, and economic feasibility in line with national priorities.
  • Develop and monitor the operational plan for the bulk water component in collaboration with counterparts, ensuring achievement of related project objectives.
  • Coordinate with partner institutions, donors, and consultants; prepare ToRs, supervise deliverables, and follow up on contract implementation in coordination with GIZ Admin.
  • Represent the project in technical forums and, where reasonable, perform additional tasks in support of the program’s overall implementation.
