Job Description and Requirements
  1. Role and responsibilities

The role of the Technical Finance Officer is to assist the Area Financial Manager in ensuring that the donors’ budgets & financial reports are prepared in accordance with NRC and donor requirements and they are submitted on time. In addition, they will support in developing budget management tools and conduct training to improve efficiency and donor compliance.

Generic responsibilities (max 10)

  1. Ensure adherence with NRC policies, tools, handbooks, and guidelines.
  2. Implement the delegated support function portfolio according to the plan of action.
  3. Prepare and develop status reports as required by management.
  4. Ensure proper filing of documents.
  5. Promote and share ideas for improvement of the support function.
  6. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  7. Contribute to the implementation of Safe and Inclusive Programming Minimum Standards across your area of work

Specific responsibilities

  • Participate in preparing the Master Budget of the Gaza Area office
  • Participate in preparing new Donor Budgets, Budget revisions, Budget vs Actual, and financial reports using NRC tools.
  • Ensure regular update of the Master budget that will serve as a guide for all new donor proposals.
  • Participate in preparing monthly shared allocations.
  • Day-to-day follow-up of progress regarding projects implementation.
  • Participate in reviewing PRs and advise on charge codes.
  • Ensure compliance of actual expenditures with budgets.
  • Ensure compliance with Donors’ regulations
  • Participate in ensuring proper filing of all financial documents.
  • Conducting regular training sessions on budget management to program, support, and finance staff.

  • Fluency in Arabic and English, both written and verbal
  • Solid knowledge of computer software and modern accounting systems
  • Experience with multiple humanitarian donors and specifically their budgeting and reporting requirements

Context/ Specific skills, knowledge and experience:

  • Qualification requirement: BA in Accounting or related field.
  • Years of Experience: 4.
