Launched in 2023, Youth Grow Activity (YGA) is a five-year US Government (USG)-funded initiative that aims to transform the economic trajectory of Jordan’s youth while strengthening resilient, opportunity-rich local systems to promote long-term stability and security. YGA’s reflects a growing strategic consensus: youth economic empowerment is no longer just a development objective; it is a tool for socioeconomic prosperity. YGA tackles the root causes of economic exclusion and youth unemployment—key drivers of social unrest, destabilized vulnerable communities, and brain drain and migration. By aligning local and national economic opportunities with shared regional and global strategic interests, YGA leverages economic empowerment as a force to foster resilient partnerships that help co-create future-ready systems. YGA focuses on three core objectives:

  1. Increased youth access to income-generating opportunities. YGA prepares, inspires, and links youth with opportunities and career pathways that allow them to generate income in growing arenas, including technology-enabled work, remote employment, and enhancing youth-led and youth-serving enterprises growth opportunities.
  2. Enhanced youth economic leadership through targeted support of youth-led, youth-serving organizations, and youth groups through integrating sustainable practices and procedures for youth economic integration into the local and national ecosystem and enhancing youth's meaningful involvement in decision-making by creating avenues where their voices are heard to shape their support activities that affect their economic progress. This approach allows YGA to support inclusive economic growth that fosters innovation and long-term value creation.
  3. Strengthened Jordan's youth development system in partnership with youth through enhanced coordination among stakeholders within youth-relevant services and policies and strengthened youth centers' capacity to serve as a connection hub between youth and youth support ecosystems to develop a lasting environment for youth empowerment and engagement.

 

POSITION DESCRIPTION:

Q2 Impact is seeking a dedicated and experienced Senior Grants and Subcontracting Lead to join our team at the Youth Grow Activity, a project funded by the US government. The Senior Grants and Subcontracting Lead will play a critical role in managing the grants and subcontracting processes, ensuring compliance with related US Government regulations (USAID and U.S. Department of State), and supporting the effective implementation of subcontracts and grant-funded programs.

The Senior Grants and Subcontracting Lead will contribute to the contractual and administrative implementation of all programmatic activities and will support in drafting subawards, subcontracts, negotiation memos and other relevant correspondence in accordance with applicable USG rules and regulations (USAID and/or U.S. Department of State) and Q2 Impact policies and procedures

The will also be responsible for the administration of the subcontracts and grant's portfolios. S/he will manage in implementing and monitoring subcontracts, grants and technical activities, including performing evaluations and assessments of potential grantees and subcontractors, designing agreements and scopes of work, monitoring financial and operational implementation, and ensuring that close-out is done in accordance with applicable federal regulations and Q2 Impact policies across the entire grants cycle.

 

ROLES and RESPONSIBILITIES:

  • Lead the full lifecycle of awards/subcontracts, from solicitation and selection to closeout, including RFA/RFP development, evaluation committee, evaluation memos, negotiating terms and conditions with awardees/subcontractors and selection justifications and finalizing the resulting subaward/ subcontract packages.
  • Lead the assessment and determination of appropriate contracting mechanisms (e.g., subawards vs. subcontracts vs. grants) under cooperative agreements by analysing the nature of third-party relationships, ensuring alignment with 2 CFR 200.331 and donor-specific regulations, including USAID ADS 303 and Department of state. Ensure the project grant and subcontracting templates and grants manuals are up to date. Maintain and update standard operating procedures and templates related to grants and subcontracting activities and procedures.
  • Ensure that all subcontracts and grants-related activities comply with applicable donor regulations including USAID and U.S. Department of State rules and regulations, specifically policies, procedures, and reporting requirements for grants and subcontracts issued under cooperative agreements.
  • Lead and coordinate with project staff pre-award assessments (e.g. risk assessments, due diligence, cost reasonableness) and evaluation meetings internally for the selection of grantees and subcontractors.
  • Reviewing sub-award/sub-contract budget estimates in conjunction with project finance team to ensure all costs conform with USAID and Q2 Impact regulations and policies. 
  • Work with technical, finance and MEAL teams to ensure alignment between awards structures and programmatic goals
  • Monitor grant budgets, track expenditures, period of performance (POP)and provide financial oversight to ensure funds are utilized efficiently and effectively.
  • Process invoices and milestone/deliverable payments for project’s grants/subcontracts and reviews and audit all invoice documentation and ensures that expenses are incurred according to the terms of signed grants/subcontract, and corporate financial policies. 
  • Conduct regular reviews of grantees and subcontractors’ performance and conduct regular site visits and monitoring to support implementation and recommend adaptive measures as needed
  • Maintain organized, audit -ready records of all awards (grants and subcontracts)
  • Provide technical assistance and capacity building support to grant recipients and related YGA staff to enhance their understanding of grant compliance and reporting obligations.
  • Produce timely reports internal and donor on the status of grants and subcontracts documenting activities, achievements, challenges, and lessons learned.
  • Coordinates with finance, M&E, and technical focal points on progress of grants. Contribute to the M&E reporting needs to reflect implementation of grants activities.
  • Identifies issues and risks related to grant activity implementation and communicates them in a timely manner with the DFA & COP.
  • Ensure documentation of best practices, innovations, lessons learned, and success stories from grants and subcontracts. Contribute to learning events or internal reports.
  • Monitor cost-share commitments of grantees and ensure proper tracking and reporting according to donor requirements.
  • Performs other duties as assigned by the DFA & COP.

MINIMUM EDUCATION, EXPERIENCE, SKILLS and QUALIFICATIONS:

  • Bachelor’s degree in international development, Business Administration, Public Administration, or related field. Master’s degree preferred.
  • Minimum of 8 years of experience in grants and subcontracts management, preferably within the context of USAID and U.S. Department of State (DOS) funded projects and Cooperative Agreements.
  • Strong knowledge of USAID & DOS rules and regulations, with a specific emphasis on 2 CFR 200, FAR, ADS 303, AIDAR and implementing USAID grants programs is required.
  • Demonstrated knowledge of U.S. Department of State regulations governing grants and cooperative agreements, with the ability to ensure compliance throughout the grant lifecycle
  • Ability to work effectively in a cross-cultural environment, with strong interpersonal skill
  • Excellent communication skills, both written and verbal
  • Strong attention to detail and commitment to quality assurance
  • Prior experience with large-scale USAID grant management contracts and subcontracts, and familiarity with USAID grant management, acquisition policies, and procedures.
  • Experience with writing comparative evaluation summaries, selection memos and negotiation memos strongly preferred.
  • Fluent Arabic and English required (oral and written).

 

REPORTS DIRECTLY TO:

 

This position reports to the Director of Finance and Administration (DFA). The Position will be supervising the work of the Procurement Lead

 

LOCATION OF ASSIGNMENT

 

The Senior Grants and Subcontracting Lead will be based in the Youth Grow Activity office in Amman, Jordan.
