The GIZ Jordan Project Improved Governance to Support Jordanian Reform Projects (PARtner ll) is seeking to hire a “Public Finance and Administration Advisor - Focus: Public Service” based in Jordan- for full-time base employment.
The project “Improved Governance to support Reform Projects in Jordan” (PARtner II) is expected to be commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is expected to run from April 2026 to March 2030. Subject to the commission, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH will implement the project on behalf of the German government.
This bilateral project will follow the currently running PARtner I and work together with the Jordanian Government to enhance the capacities of the public administration in Jordan. Under the umbrella of the Public Sector Modernization Roadmap and the Economic Modernization Vision, the project will continue to support the transformation of the public sector. Through a more efficient, effective public administration which is responsive to citizens’ and businesses’ needs, and transparent and evidence-informed decision-making, the project will support the wider Jordanian reform agenda.
Qualifications and specialist knowledge
- University degree in Political Sciences, Public Administration, Economics, Social Sciences, Public Policy, or a comparable field. An advanced degree is desirable.
- 5 years of professional experience relevant to the duties.
- In-depth knowledge and practical experience in promoting innovation in the public sector, e.g. related to innovation structures, agile methods, innovation labs, or change management.
- Experience in advising governmental institutions, ideally in the context of the ongoing Jordanian public administration reforms – particularly in the areas of service delivery modernization, human resource and organizational development, and quality management in the public sector.
- Knowledge of up-to-date approaches to human resources development, including performance appraisal and competency development.
- Practical experience in organizational development and in the planning and implementation of capacity development measures in the public sector.
- Ability to strategically position reform and innovation topics within a development cooperation context.
- Strong ability to use ICT tools, and willingness to continuously upskill in the framework of GIZ’s further digitization.
- Proven ability to work in an intercultural context, ability to work in a politically sensitive context.
- Strong analytical and drafting skills.
- Excellent command of English and Arabic (spoken and written).
Main Responsibilities
- Lead the technical, content-related, and organizational implementation of all measures and activities of the Output “Public Service/Public Administration” independently, and in close coordination with external and internal stakeholders
- Provide technical and strategic advisory to governmental counterparts such as the Services and Public Administration Commission (SPAC), with a focus on SPAC’s extended mandate, organizational development, Human Resources management (performance management, competency-based recruitment, competency development), and innovation in the public sector in particular.
- Identify needs, and plan and implement/steer relevant Capacity Development measures, in close cooperation with counterparts such as the Institute of Public Administration (IPA).
- Identify international good practice, prepare lessons learnt, ensure institutional knowledge management, and promote technical exchange internally and externally.
- Provide support to, and lead independently where requested to, the project’s tasks related to monitoring, evaluation, accountability and learning, reporting, as well as communication and visibility.
- Proactively establish and maintain contacts with stakeholders outside (e.g. governmental counterparts, experts and consultants, development partners and third parties) and within GIZ that are relevant to the implementation of the tasks.
- Provide strategic advisory to decision-makers on the positioning and thematic development of the development cooperation portfolio in the respective thematic area.
- Support the Head of Project and the other technical staff of the project in the implementation of all other areas of the project.
