CARE started working in 1948 in Jordan to meet the needs of refugees and displaced persons who had been forced to flee their homes in Palestine, as a result of the 1948 Arab-Israeli war and the subsequent creation of Israel. Today, CARE’s programming in Jordan spans across the humanitarian-development-peacebuilding nexus to support the most vulnerable communities in Jordan, with a strong focus on Gender Equality, Women’s Economic Justice, Climate Justice, and protection/basic needs in Humanitarian contexts. 

The Project Officer supports effective planning, implementation, and financial tracking of multi-sectoral projects, including women’s economic justice, climate change, humanitarian response, protection, and gender equality. They assist the Project Manager in managing activities, ensuring donor compliance, and providing partnership support and capacity sharing. The role involves monitoring indicators and expenses to meet financial and operational targets. 

The Project Officer embeds gender equality practices into planning, implementation, and monitoring, addressing priorities like equitable access to economic empowerment for women and marginalized groups, gender-sensitive climate adaptation strategies, and inclusive humanitarian responses. They foster engagement with local stakeholders, including CBOs and municipalities, to enhance partnerships and localization, providing training and capacity-sharing on gender integration. 

Success in this role requires strong organizational skills, multitasking, attention to detail, and adherence to CARE’s policies and donor guidelines.

 
JOB RESPONSIBILITY 1: Project Support and Coordination 50%
 
-Assist in the development and updating of project work plans, ensuring alignment with program objectives and timelines.
-Provide day-to-day field operational and administrative support to the Project Manager and project teams.
-Coordinate the implementation of project activities, including event planning, training sessions, and field visits, to ensure they meet the required standards and deadlines.
-Act as a key contact for internal teams, facilitating coordination between project teams, finance, procurement, and logistics departments.
-Maintain organized and accurate records of project documents, deliverables, and communications.
-Support the preparation and dissemination of materials, tools, and resources for project activities.
-Field coverage for activities is expected to approximately 75% of the time, with convenient transportation provided.
 
JOB RESPONSIBILITY 2:Financial Tracking and Budget Monitoring 20%
 
Monitor project expenses, ensuring alignment with approved budgets and compliance with CARE and donor financial guidelines.
-Work closely with the finance team to track expenditure against budget lines, flagging potential over- or underspending issues.
-Assist in preparing budget forecasts and financial reports for internal and external stakeholders.
-Support the processing of payments and reconciliation of project-related expenses, including ensuring the accuracy of invoices, receipts, and procurement documentation.
-Facilitate financial audits by preparing required documentation and responding to queries.
-Provide regular updates to the Project Manager on the financial status of the project, identifying areas requiring adjustments.
 
 
JOB RESPONSIBILITY 3: Local Stakeholder Management 10%
 
-Build and maintain effective relationships with local stakeholders, including community-based organizations (CBOs), municipalities, and other key actors.
-Act as a primary point of contact for field-based local partners, ensuring clear communication and alignment of expectations.
-Support local stakeholders in meeting program requirements, including training sessions and capacity sharing.
-Facilitate consultations and feedback mechanisms with community members to ensure project activities are responsive to local needs.
-Enhance partnerships and localization activities by working closely with local stakeholders, under the supervision of the Project Manager and the Partnerships Department, to strengthen their capacities and ensure sustainable project outcomes.
-Represent CARE Jordan in local coordination meetings and field-level engagements with stakeholders.
 
JOB RESPONSIBILITY 4:Compliance and Administrative Support 10%
 
-Ensure all project activities comply with CARE’s policies, donor requirements, and national regulations.
-Maintain up-to-date knowledge of donor rules and guidelines to ensure compliance across all project activities.
-Provide oversight and administrative support for procurement and logistics processes, ensuring accuracy and adherence to established protocols.
-Coordinate the preparation and submission of required documentation for internal and external audits, ensuring completeness and timeliness.
-Actively promote CARE’s safeguarding principles and gender equality commitments in all interactions with staff, stakeholders, and beneficiaries.
 
JOB RESPONSIBILITY 5:Monitoring, Evaluation, Accountability, and Learning (MEAL) Support 5%
 
-Assist the Project Manager in the development and implementation of MEAL plans to track project progress and impact.
-Support the collection, analysis, and reporting of project data to inform decision-making and improve project outcomes.
-Ensure that project indicators are regularly monitored and reported in line with donor requirements and CARE’s standards.
-Work with partners to facilitate learning sessions and workshops to share project insights and best practices with the team and stakeholders.
 
JOB RESPONSIBILITY 6:Emergency Response / Staff Security: 5%

Qualifications/Education/Training :
 
 Required :Bachelor’s degree in Economics, Development Studies, Social Sciences, Business Administration, or a related field, or equivalent combination of education and work experience.
 
 Desired :MA degree in Economics, International Development, Social Science, or a related field is desired.
 
Experience/Technical Skills: 
 
Required :
 
- Bachelor’s degree in Development Studies, Business Administration, Economics, Social Sciences, or a related field, or equivalent combination of education and work experience.
- Minimum of 5 years of experience in project support, financial tracking, or similar roles within INGOs or the humanitarian/development sectors.
- Demonstrated experience in financial tracking, budget monitoring, and reporting.
- Strong organizational and multitasking skills with a high level of attention to detail.
- Excellent communication skills in Arabic and English (both written and spoken).
 
Desired :
 
- Experience working with community-based organizations (CBOs) and other local actors.
-Familiarity with CARE’s financial and operational systems or similar organizational frameworks.
-Knowledge of donor requirements and compliance, particularly those of major international donors.
