Programme Development Specialist, Syria and Jordan Response Programme

War Child Holland (WCH) is an international non-governmental organization that works exclusively to improve the well-being and resilience of children and youths affected by violence and armed conflict. As a learning organisation, War Child (WCH) continuously enhances its services to children affected by war and conflict. This includes striving to become a networked expert organisation, able to mobilise and provide services and technical assistance within and outside the organisation, as well as across programme teams in its various country offices.

 

Objective of the Role

The objective of the Program Development Manager (PDS) is to lead and coordinate the comprehensive proposal development process, ensuring the creation of high-quality proposals that align with the organization's goals and meet donor requirements. The PDS plays a central role in engaging with internal stakeholders, synthesizing critical information, and facilitating proposal design process to ensure proposals are strategically positioned and well-informed. This role aims to enhance the organization's influence and attractiveness, support in forging key relationships with key stakeholders (I.e. LNGOs, INGOs, Donors), and contribute to the development and implementation of a robust Resource Mobilization Strategy. Furthermore, the PDS oversees quality assurance, content enhancement, and information management, maintaining a repository of essential materials to streamline future proposal development efforts.

 

Position within the Organisation

The PD Manager is part of the Programme Quality & Development Department, and reports to the RMGM.

 

Result Areas

Proposal development

  • Assume overall responsibility for the entire proposal process, providing essential day-to-day support, guidance, and direction to the proposal development team, ensuring efficient progress and adherence to deadlines.
  • Take a leadership role in the development of proposal for solicited and unsolicited applications, collaborating closely with partners, country office and hub key staff, as well as relevant members of the regional and global teams to ensure the highest quality of proposals and alignment with organizational goals.
  • Engage with a diverse array of internal stakeholders (as per WCH proposal development SoP), effectively collecting their feedback and insights, and incorporating these perspectives into the proposal to ensure comprehensive alignment with the organization's objectives.
  • Lead and facilitate proposal design meetings, involving key program, technical, partner, and operational staff to gain a comprehensive understanding of the context, needs, gaps, and proposed project design.
  • Lead the rigorous adherence to call for proposal requirements by overseeing the compilation of all necessary annexes and documentation, which includes active collaboration with internal departments such as Finance, to ensure all components are meticulously prepared, reviewed, and organized well in advance of proposal submission deadlines.
  • Verify that the budget aligns seamlessly with the activities described in the technical narrative and annexes, ensuring financial coherence and accuracy.
  • Effectively manage the internal review process to address comments and feedback from donors

Strategic positioning and planning

  • Work with the HoPQD and RMGM to strengthen WCH's attractiveness and influence, developing key relationships with relevant decision makers in, national and local organizations, donors and major international organizations
  • Support the RMGM in analysing donor strategies and priorities at country level and monitor opportunities in order to anticipate calls for proposals and identify bidding opportunities
  • Participate in the development and monitoring of the Resource Mobilisation Strategy, with particular focus on the fundraising action plan and related trackers
  • Identify, where appropriate, relevant/competitive arrangements (consortia, multi-country projects, etc.) and facilitate negotiations.
  • In consultation with HoPQD and pertinent technical advisors, initiate the development of unsolicited concept notes and project propositions. This includes identifying critical needs and funding gaps in areas such as unaccompanied minors (UASC), focused non specialised MHPSS interventions (Level 3), youth interventions, and other pertinent domains.

Quality Assurance and Content Enhancement

  • Conduct a comprehensive review of donor guidelines for proposal development and meticulously ensure that the proposal package fully complies with all necessary requirements.
  • Curate and synthesize essential resource documents and reference materials to inform proposal development, consolidating relevant information to create a compelling proposal.
  • Conduct in-depth analyses of available assessments and secondary literature to assess context and problem analysis, effectively identifying gaps in available data, and communicate these insights to the proposal development team.
  • Collaborate in conceptualizing and selecting graphics and other visuals that enhance and support proposed strategies in relevant proposal sections, ensuring a visually compelling and persuasive presentation.
  • Develop and maintain a comprehensive library of standard proposal narrative sections in consultation with country office staff (e.g., context analysis, technical text, cross-cutting themes). This library should be readily available for efficient incorporation into various proposal sections, streamlining future proposal development efforts.
  • Generate critical supplementary materials, encompassing 'project sheets,' 'hub profiles,' 'capacity statements,' and 'position papers,' each tailored to meet the specific demands of our strategic initiatives.

Information management

  • Maintain the proposal database with accurate and complete information, using online applications. Take responsibility for the organization and filing of proposal-related documents, including communication with donors, revisions and agreements.

Capacity building and lessons learned

  • Help develop and deliver training sessions as needed on proposal writing best practices, both internally for staff members and externally for partners.
  • With support from MEAL Team, collect and share lessons learned and best practices within the country office and across hubs to enhance proposal development capabilities.

 

Knowledge and Experience

  • Minimum a bachelor's degree from an accredited educational institution in international development or a relevant field.
  • Minimum of 5 years of experience in similar positions, with a minimum of 2 years in program development.
  • Proficiency in donor relations, donor contract analysis, and strategic analysis skills.  demonstrated experience with Main institutional donors/pooled funds (e.g. EU delegation/ECHO, USAID, GFFO, SDC, SIDA, ECW, OCHA SCHF, AFNS) is a major asset.
  • Demonstrated expertise in advanced-level proposal and narrative report writing
  • Proficient networking, representation, and negotiation skills.
  • Proven experience in facilitating and designing training and skill enhancement programs, both in face-to-face and distance learning formats, is a strong asset.
  • Competence in financial and budgetary management is a critical skill.
  • Previous experience working with children/refugees/vulnerable populations is preferable.

Contract

The duration of the contract is 12 months with the intention to extend depending on performance and fund availability.

Job Location

Amman, Jordan. The successful candidate must be eligible to work in Jordan. Travelling to country offices of War Child Syria Response, its affiliates and elsewhere is required to fulfil the obligations of this role.
