GENERAL FUNCTION 

The Grants Manager (GM) for the USAID Strengthening Civil Society and Media Systems Activity (Sawt) will oversee the project’s grants component, ensuring the effective use and regular updating of essential documents such as the grants manual, templates, and approval requests. The GM will lead the technical and contractual management of a diverse sub-partner portfolio, supporting civil society, advocacy, media, and capacity-building initiatives in Jordan. Responsibilities include managing the full grant lifecycle—selection, awarding, administration, and compliance with USAID and Internews regulations—while tracking grants, recommending improvements, and providing technical support. The GM will supervise a team of Grants & Contracts specialists and assist grantees with compliance and programmatic needs. This position is based in Amman and reports to the Senior Director of Operations.

Notes:

  • This is a key personnel role, and the finalist is subject to USAID approval.
  • This role is based in Jordan. Applicants should have permission to work and reside in Jordan without Internews sponsorship.

ESSENTIAL DUTIES AND RESPONSIBILITIES are listed below; other duties may be assigned.

  • Provide leadership and oversight for grants and contracts management on the project.
  • Assist in designing the grants programs and solicitations.
  • Ensure that project resources are utilized in accordance with applicable Internews and donor policies and procedures.
  • Manage and ensure compliance for all subawards to implementing partners.
  • Ensure compliance with USAID rules and regulations and Internews policies and procedures by collaborating closely with HQ Grants & Contracts.
  • Train all program and grants staff on the Sawt grants manual and grants management system, to quickly and easily assess the status and performance of each grantee, including any implementation issues.
  • Work with program staff to establish and effectively maintain a compliant grants management system.
  • Coordinate closely with a team of program and grants officers to support local organizations in finalizing project proposals and budgets, and to monitor and report on grantee activities.
  • Develop and manage subaward solicitation processes.
  • Maintain an online grant tracking system and ensure compliant monitoring and reporting on grant activities.
  • Train and mentor relevant project staff and implementing partners on managing and monitoring subawards.
  • Ensure the process of organizational assessments of sub-partners is carried out, in alignment with the Sawt project’s Grants Management procedures.
  • Ensure that sub-partner capacity building is carried out, as required and based on needs identified during the partner assessment exercises.
  • Ensure the effective start-up and close out of all sub-grants.
  • In conjunction with the Sawt team (Finance & Technical team), ensure timely disbursement of funds to sub-partners, based on the projected activities and absorption rates.
  • Any other related duties assigned by the supervisor to ensure program success.

SPERVISORY RESPONSIBILITIES

This role supervises the grants team based in Jordan in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

REQUIRED QUALIFICATIONS

Education

  • Bachelor’s degree is required.

Experience

  • A minimum of 7 year related experience working in project grant management for NGOs, with strong knowledge of international donor requirements.
  • Familiarity with civil society, media and advocacy environment in Jordan is preferred.
  • Familiarity with project finance management, including financial controls, accounting, auditing.
  • Previous work with INGOs and knowledge of USAID donor regulations and requirements.

Skills

  • Native Arabic speaker.
  • Fluency in English (both spoken and written).
  • Ability to work under pressure and meet diverse workloads and competing deadlines.
  • Excellent organizational skills, detail-oriented and flexible work style.
  • Strong written and oral communication skills.
  • Proficiency in the use of computers and Microsoft Office software.
  • Demonstrated ability to work well in teams and in a collaborative environment.
