Job Description and Requirements

This is to announce that Amman delegation has a vacancy for a Forensic Officer at the Protection Department in Amman, Jordan.

Under the supervision of the Forensic Coordinator, the Forensic Officer works to deliver technical support to the Search team and provide support in responding to the forensic humanitarian needs through ensuring that the Syria Missing caseload data is forensically organized for the follow up of cases and leads. She or He assists in the processing, analysis, and managing of the caseload linked to the Syria Missing File and will support with research on the Syria context.

ACCOUNTABILITIES AND RESPONSIBILITIES

Under the supervision of the Forensic Coordinator, the Forensic Officer:

  • Supports the Forensic Coordinator with the orchestration of relevant information (death/burial, reports of potential sites with human remains, missing persons etc.) for the search for and identification of missing persons connected to the Syrian Missing File.
  • Ensures individual cases (internal caseload) are duly processed in a multidisciplinary manner, systematically updated, and followed up.
  • Ensures quality assurance and control to the overall process of supporting management related to the search for, and identification of, missing persons and supports changes.
  • Ensures that data is managed confidentially and in compliance with Data Protection rules.
  • Applies forms and standards for collection of open-source information to ensure validity, relevance and proper data processing and management in accordance with available tools.
  • Supports the Forensic Coordinator with updating procedures and protocols adapted to (large-scale) collection of data related to the missing persons, and related events (burial/transfer/storage/examination) and coming from different stakeholders (Family Link Network, authorities, international organisations, public sources etc.)
  • Support in the analysis of geospatial data.
  • Participates in relevant meetings, internally and externally, and prepares minutes of meeting and follow-up action.

On the provision of technical, administrative and communication support.

  • Monitor, collect, analyze and, when applicable, translates into English local public data, relevant to the forensic file.
  • Compiles, reviews, organizes, shares and archives forensic documents in accordance with ICRC Delegation policy, procedures and tools, including acting in accordance with ICRC’s data protection guidelines.
  • Attends delegation meetings and produces minutes of meetings, reports, and dashboards.
  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.

EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED

  • Bachelor’s degree in forensic sciences, Data Analytical Sciences, Criminology, Information Analysis, Intelligence Analysis, or other relevant studies (criminal law, IHL/IHRL, social sciences or equivalent law enforcement attested education). Qualifying work experience may be accepted in lieu of advanced university degree.
  • Experience in the field of missing persons investigations; Disaster Victim Identification and / or Case management in human identification is an advantage.
  • Very good command of spoken and written English and Arabic language.
  • Computer proficiency: technological awareness, experience in using different databases or software tools used in analysis and management of casework.
  • Strong analytical skills.
  • Ability to work as part of a multidisciplinary team.
  • At least 6 years’ experience in forensic related practice, witness interview, human rights investigations, in medicolegal institutions or International Organisations and/or NGOs.
  • Experience in writing of complex investigation reports, and adapting communication for different audiences.
  • Experience of leveraging geospatial technologies, GIS mapping, use of satellite imagery, and working with open-source information.
  • Proven experience in data analysis and management and interpretation.
