Job Title:                       Finance Officer                     

Report to:                     Country Finance Manager as Line Manager

Supervision Of:             None

Duty Station:                 Amman with frequent travel to field offices

Contract Duration:      From 16/11/2023 till 30/04/2024, renewable based on performance and availability of funds.

 

ABOUT INTERSOS:

INTERSOS is an International NGO that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people.

We provide primary assistance in terms of food, shelter, medical assistance and basic goods, while also ensuring that basic needs, education, safe water and health needs are met during the recovery phase.

Since 2012, INTERSOS has had operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).

In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection.

OBJECTIVE OF THE POSITION:

The Finance Officer is a key member of the Finance Department for INTERSOS Jordan program. She / he has to works collaboratively with other team members to ensure the compliance of INTERSOS’s policy, procedure and donor regulation. The Finance Officer works under the direction of Country Finance Manager in supporting relevant departments and other programs and all financial and accounting activities.

The Finance Officer is also expected to support INTERSOS Mission in Jordan on the administrative HR tasks, in specific for HR information system and payroll process.

 

MAIN RESPONSIBILITIES: 

Finance & Admin:

Under the direct supervision of the Country Finance Manager, the Finance Officer will be responsible of:

•   Manage cash and perform monthly cash reconciliation.

•   Prepare monthly bank reconciliation

•   Book keeping accounting entries according to INTERSOS's standards.

•   Ensure that all accounting records and supporting documentation for all financial transactions are maintained in systematic order.

•   Prepare bank payments, cash payments, taxes and social security payments following the directions and with the cooperation and supervision of the financial manager.

•   Maintain relations with the Bank and follow payments to suppliers.

•   Ensure that tax-exempt invoices are well stamped and regularly delivered to suppliers.

•   Ensure good record keeping and scanning archiving of documentation, if required.

•   Assist in logistical tasks as required.

•   Maintain documentation quality through copying, scanning and archiving.

•   Using online banking system to process internal transfers and print bank statement in coordination with the country finance manager.

•  Following Intersos internal SOP, send the request to money transfer agent (Alawneh) in order to facilitate cash distribution and other payment.

•  Performs other duties as assigned by county finance manager.

•  Support HR Department in checking the completeness and the compliance of the staff timesheets

  • Follow up with Implementing partner on financial reports, payments, supporting documentation and registration of Journal entries.
  • Provide trainings and capacity building internally and externally when it is needed on the financial aspects.
  • Review and verify payroll before issuing transfers. Adding the IBAN for new recruitments.
  • Responsible to update running cost allocations.

•  Support the Country Finance Manager during internal and external Audits

Accountability:

  • Ensure maintaining high confidentiality of information, up to date documents, including processes and verification.

Team Management:

  • Supervise the team members reporting to you, provide support and training, promote a friendly and professional working environment, and ensure staff development and learning environment.
  • Ensure your team performance appraisals are reviewed regularly and conducted as per INTERSOS HR policies and procedures.
  • Advocate and plan for professional development for your supervised staff.

Working Relationships:

  • Proactively engage with your supervisor and key staff.
  • Proactively engage on a regular basis with your supervisor to develop working networks to seek advice where needed.

Representation:

  • Represent INTERSOS in a positive and professional manner to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of INTERSOS mandate, ethics, values and stand-point with regard to other actors.

Security:

  • Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.

POSITION REQUIREMENTS

Education

  • Bachelor university degree in Finance, Business Administration, or other related field.

Professional requirements

  • Experience of 4 years working on a finance role, of which 2 years in a humanitarian/recovery context.
  • Previous experience in working with external donor funding.
  • Previous experience from working in complex and volatile contexts.
  • Very High Follow Up and Tracking Skills.
  • Result oriented behavior.
  • Proficiency in MS office (excel, word, power point)
  • Previous knowledge of working with Accounting Software.
  • Demonstrated experience in staff supervision.
