The GIZ Regional Project "Digital Trade in the South Mediterranean Region? is seeking to hire an “Economic Cooperation and Private Sector Development Advisor Focus: E-Commerce and Digital Trade” for full-time base employment.

Qualifications and Specialist Knowledge

  • Master’s degree in Economics, Business, Law, Information Technology, or equivalent degree.
  • At least 5 years relevant experience
  • Sound know-how of international trade policies, agreements and rules governing e-commerce and digital trade. In-depth knowledge of the framework conditions in Jordan shaping the country’s digital trade readiness.
  • Implementation experience of activities in the area of digital trade and e-commerce: strategies and regulatory approaches for e-commerce; technical tools and solutions enabling e-commerce and digital trade (e-signature, e-payments, e-commerce platforms).
  • Strong analytical skills and structured working style. Moreover, a solution- and results-oriented work approach.
  • Willingness to travel occasionally on missions to other countries in the region and to Germany.
  • Fluency in English as program language is required.
Main Responsibilities 
  • Implementing measures and activities of the regional EU co-founded program “Digital Trade in the South Mediterranean Region” in Jordan - in close dialogue with the component leads based in Jordan, Egypt, Tunisia and Germany.
  • Providing technical advice to partners in the work areas of the program: strategies and regulatory approaches for e-commerce; technical tools and solutions for e-commerce and digital trade.
  • Coordinating and organizing participation of partners from Jordan in intra- and cross-regional exchanges.
  • Drafting Terms of Reference for consulting services, coordinating and managing consultants to ensure high quality of implementation in line with program outcomes.
  • Monitoring results of activities in Jordan, thus contributing to the program’s overall monitoring system  
  • Supporting and preparing communication and visibility products & activities of the program in line with BMZ/GIZ and EU standards.
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Brief About the project

The regional project „Digital Trade in the South Mediterranean Region”, co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, follows the overall objective to develop e-commerce and digital trade in the South Mediterranean region. It addresses this objective by (1) supporting regional harmonization of the legal and regulatory framework for digital trade, (2) supporting the implementation and regional upscaling of e-Commerce and digital trade solutions (such as E-Payments, E-Signature, e-commerce platforms), (3) supporting trade facilitation measures for e-commerce shipments, (4) developing the capacity of private sector actors, as well as (5) fostering regional exchange and peer learning among stakeholders from the region. Through this approach the institutional and operational framework conditions for e-commerce and digital trade shall be improved to enhance business opportunities for small and mediumsized enterprises and foster decent job creation in the South Mediterranean region. The project is implemented by GIZ in cooperation with the International Trade Center (ITC), with ITC focusing on components (3) and (4). The project will be nationally implemented in Egypt, Jordan, Morocco and Tunisia. The regional scope will also involve Algeria, Lebanon, Palestine and Libya.

Emanating from GIZ’s role in enhancing and promoting the efficiency and competency of its political partners and entities and their respective employees, and in view of GIZ’s aim at maintaining and encouraging the stability of employment at its political partners and entities, this position will not be available to any official employee currently working at any of GIZ’s political partners, governmental ministry, department or entity, including any official employees who are on unpaid leave.
