  1. Project Background:

The Jordan USAID Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. 

Role’s Purpose:

The Institutional Support Fund (ISF) Officer will work closely with the senior project technical staff, and the operations department to design, deliver, and monitor the ISF interventions. This will enable Himaya Activity to provide material support to Government of Jordan (GOJ) stakeholders such as judicial institutions, the Family Protection and Juveniles Department (FPJD), healthcare facilities, and shelters informed by assessments and mapping exercises. She/he will develop and maintain up-to-date tracking systems for procurements, service delivery, and capacity-building efforts for Himaya’s counterparts and ensuring compliance with relevant policies and procedures.

Key Duties and Responsibilities:

  • Lead all aspects related to the technical design and requirements gathering for implementing facilities renovation, construction and enhancement plans that support implementation of institutional capacity building plans for Himaya’s stakeholders.
  • Work with multiple stakeholders to align facilities enhancement plans across the entire spectrum of protection services delivery.
  • Liaise with technical team members to gather input related to stakeholders’ requirements, needs assessments outcomes and other surveys and studies’ findings.
  • Develop clear scopes of work for designing and implementing process re-engineering and facilities enhancement plans in close coordination with key stakeholders.
  • Lead the technical aspects of the procurement process of all ISF and construction transactions from the development of RFQs and RFPs through the award process in close coordination with the procurement team and related consultants.
  • Monitor the implementation of awarded contracts to ensure accurate and timely delivery, and alignment with technical requirements.
  • Coordinate with technical teams and field staff to troubleshoot implementation challenges and adapt workplans as needed.
  • Track the progress of service delivery and escalate any delays or quality issues.
  • In coordination with the Procurement Department, identify and apply the most efficient procurement mechanisms responsive to the project's technical needs and characteristics of the ISF.
  • Coordinate with procurement selection committees to ensure that committee participants understand evaluation criteria, have no conflicts of interest, and are trained in what is required for evaluation processes, when applicable.
  • Analyze and evaluate proposals to RFQs and RFPs as outlined in the Project’s workplan.
  • Manage the execution and delivery of deliverables under contract in close coordination with the technical and procurement teams to ensure compliance.

Qualifications

  • B.Sc. Degree in civil engineering or a related field.   
  • 7+ years of relevant experience in the management and administration of construction, process re-engineering, procurement and contracts portfolios. 
  • Minimum 2 years’ experience working on donor funded projects.  
  • Experience with Microsoft office suite. 
  • Demonstrated knowledge of internal controls and audit processes.  
  • Prior work experience in Jordan.  
  • Professional proficiency in English and Arabic is required.

Reporting

The Institutional Support (ISF) Officer will report to the Systems Strengthening and Implementation Lead.
