GENERAL FUNCTION

Internews seeks an Advocacy and Public Policy officer for the “USAID Strengthening Civil Society and Media Systems Activity (Sawt)”. Reporting directly to the Advocacy and Public Policy lead, the officer is responsible for coordinating and implementing activities that will strengthen civil societies and digital media’s capacity and ability to have a trusted collective role in implementing advocacy campaigns and contributing to the public policy-making processes. The officer will support the achievement of key governance and policy goals under Sawt and officer will also coordinate the implementation of efforts to provide support to civil society organizations (CSOs) and/or coalitions in their efforts to advocate for specific national-level issues within their area of expertise with the aim of contributing to a positive change.

ESSENTIAL DUTIES AND RESPONSIBILITIES are listed below; other duties may be assigned.

Advocacy and Public Policy:

  • Support and coordinate the identification and selection efforts of partners enrolled in advocacy programming and other Sawt interventions as needed.
  • Monitor the implementation of grants, including advocacy, public policy, and organizational capacity grants. Conduct follow-up actions and activities with grantees on advocacy strategies and deliverables.
  • Coordinate and conduct organizational and advocacy capacity assessments of CSOs engaging in advocacy and public policy efforts.
  • Coordinate planning, implementation, and reporting on Sawt Activity’s efforts to build the technical capacity of CSOs engaging in advocacy and public policy efforts.
  • Coordinate activities and events conducted to provide capacity building and technical assistance to government agencies on civil society and media regulations and policies.
  • Coordinate efforts to foster communities of practice and other networking efforts with CSOs engaging in advocacy and public policy efforts.
  • Support efforts to foster constructive dialogue on policy and legal issues with government stakeholders as well as civil society and media actors.
  • Support the design and organization of events, policy dialogues, and opportunities for influence.
  • Support the development and use of a range of advocacy products, including reports, policy briefs, among others.
  • Any other related duties assigned by the supervisor to ensure program success.

Cross-cutting:

  • Maintain knowledge of independent media and civil society issues in Jordan, and a general understanding of the challenges and opportunities facing independent media and civil society across the region.
  • Support the identification of issues of priority related to civil society and media based on evidence and design advocacy efforts that address the identified priorities.
  • Support Sawt Activity’s monitoring, evaluation, and learning (MEL) efforts. This includes technical revision and support in: the development of relevant MEL tools, production of MEL reports, integration of learnings in the update and design of relevant activities.  
  • Collaborate and coordinate as needed with other Sawt Activity components including, as well as partners.
  • Support Sawt Activity’s reporting requirements by drafting weekly, quarterly, and annual, and other reports. Capture and report on success stories as a result of Sawt Activity as needed. 

REQUIRED QUALIFICATIONS

Education

  • Degree in international development, community development, law, or related field.

Experience

  • Minimum of 5 years professional experience, of which 2 years professional experience relevant to advocacy and public policy is preferable.
  • Experience working within or collaborating with multi-stakeholder initiatives aimed at civil society, civic engagement, and fundamental freedoms, including but not limited to initiatives that unite civil society with public and/or private sector.
  • Proven capacity to engage effectively with a wide range of communities.
  • Demonstrated ability to develop and maintain relationships with government representatives, activity beneficiaries and partners, and other stakeholders.
  • Sensitivity to cross-cultural dynamics in the workplace.
  • Knowledge of the Jordanian operational environment and challenges for civil society and the media.

Skills

  • Fluency in written and spoken English and Arabic required.
  • Strong interpersonal and communication skills.
  • Excellent oral communication and presentation skills.

PREFERRED QUALIFICATIONS

  • Experience in the civil society sector.
  • Demonstrated knowledge of USAID funded activities.

This role is based in Jordan. Applicants should have permission to work and reside in Jordan without Internews sponsorship.
