The GIZ Jordan Project " Municipal Know-How” is seeking to hire an “Urban and Regional Development Advisor” for full-time base employment.
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Service Agency Communities in One World (SKEW) implements the programme "Municipal Partnerships in the Middle East". The programme promotes municipal partnerships between German municipalities and partners in Lebanon, Jordan and the Palestinian Territories. The aim is to consolidate the partnerships in the long term through the services offered by the Service Agency. The solutions developed in the municipal partnerships to improve municipal services of general interest or inclusive participation in local decision-making processes are intended to contribute to stabilisation of the municipal level. The Service Agency currently supports 31 active municipal partnerships (including 4 in Jordan, 11 in Lebanon and 16 in the Palestinian territories (West Bank)). Since 2017, more than 10 partnership projects have been implemented in Jordan.
During the 2025-2026 funding period, the programme will therefore focus on continuing to support the existing partnerships in such a way that relationships are not broken off, but rather that partnerships can be maintained in line with the current possibilities and taking into account the political situation.
Qualifications and Specialist Knowledge
• University degree in international development, social sciences, or a related field.
• Minimum 5 years’ experience in municipal/local development, inter-municipal cooperation and project coordination in the Middle East
• Experience in the planning, coordination and organisation of international networking events and exchange-formats
• Strong knowledge of municipal structures in Jordan and the region.
• Excellent organizational, communication, and intercultural skills.
• Fluent in Arabic and English; German is an advantage.
• Willingness to travel regionally and internationally.
Main Responsibilities
• Central point of contact of Engagement Global`s “German-Middle Eastern Municipal Partnerships Programme” in the Middle East region in close coordination with the project team in Germany
• Guide bilateral partnerships including the German municipalities in planning, implementing, and evaluating joint activities and projects
• Organize and implement international network events and expert exchanges formats (in-person and virtual).
• Liaise with GIZ risk management offices in Jordan and in Lebanon for delegation visits and activities, ensuring compliance with safety protocols.
• Facilitate communication with local government institutions (e.g., MoPIC, MoLA) to support project delivery
• Track partnership progress and provide regular reports, with a focus on Jordanian municipalities.
• Work closely with coordination units in Palestine and Lebanon to support the regional approach of the programme.
• Align and implement joint activities with the "Connective Cities" platform and mobilize municipalities for regional learning.
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
