Oxfam Purpose: To work with others to find lasting solutions to poverty and suffering.

Team Purpose: Ensure Logistics support services to facilitate programme implementation.

Job Purpose: The purpose of this role is to manage transport, warehouse & assets systems and provide specialist advice and/ or support to deliver an efficient, cost-effective and quality transport, warehouse and Assets services in Amman.

 

Key Responsibilities and Accountabilities

Staff Management

•Given the design of a project location in consultation with senior staff, identify staff requirement, staff gaps, and analyses the roles & responsibilities of Supply & Logistics roles.
•Using standard job profiles, develop vacancy announcements, work with HR in recruiting staff including negotiating terms and conditions of contracts.
•Plan, organise and lead work of teams and individual staff members by establishing clear individual role objectives, monitoring support process, and provide feedback to improve performance.
•Support staff in their career development and progression.

 

Reporting

•Ensure permanent visibility on activity.
•To receive and consolidate logistics activities update (fleet report, asset tracking, stock inventories, requisition tracking and analysis) on monthly basis and report to CLM.
•Ensure that procedures and processes are up to date and communicated.

 

Transport and Vehicle Management

•Ensure that office vehicles are checked daily and road worthy.
•Ensure that vehicle logbooks are maintained.
•Maintain data and update records of all vehicles.
•Ensure that the vehicle supplier fully complies with all the terms of the contract and, if not, report any breach to the fleet officer based in Amman.
•Ensure all non-Oxfam drivers and transport companies hired for specific purposes know and follow Oxfam driving policies and procedures and are maintained up to Oxfam standards.
•Ensure that drivers’ testing is conducted and records of staff authorized to drive are maintained and
kept up-to-date.
•Provide advice and support on vehicle repair and management to project offices.
•Ensure that regular service schedule and maintenance is carried out.

Store/warehouse:

•Oversee stock management, data and tracking systems in accordance with Oxfam one tools and standard procedures.
•Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are properly maintained.
•Ensure that standard systems are properly maintained at warehouses.
•Promote constant motivation among staff to strive for an efficient and effective warehouse administration.
•Assess the availability of space and prepare stacking/storage plans prior to programming/contingency commodities arrivals.
•Plan, organise and control of warehouse over-all operations.
•Carry out regular physical random warehouse checks of commodities and inventory.
•Ensure that workplace's health and safety requirements are met and take responsibility for the security of the building and stock.
•Prepare all procedures and necessary steps for commodity disposal;

 

Assets:

•Manage Oxfam Assets and update Assets & inventory register regular basis in HELIOS systems and maintain a register book for issuing of equipment /assets etc...
•Ensure all assets are tagged properly.
•Prepare monthly Assets and inventory register and submit to Country Logistics Manager.

 

Permits:

•Ensure permits are obtained for all items entering and exiting the camp.
•Ensure that permits are obtained for all staff entering and existing the camp.

 

Procurement:

•Oversee procurement schedule and prioritization with programme team, according to supply plans.
•Provide support to procurement department in procurement process through HELIOS systems.
•Provide back up support in absence of team member in logistics department.
•To conduct full tender processes, gather quotations and be accountable for ensuring such processes are conducted according donor and Oxfam policies.
•To liaise closely with the Country Logistics Manager, the Logistics Officer (Warehouse and Distribution) and programme teams on all procurements.
•Ensure visibility of information (RQ Tracking, Supplier Database, Cost Database) by providing electronic updates to key programme staff on a regular basis.
•Ensure best quality/value solutions are sought for all procured items.
•To keep proper records of expenditures and be responsible for financial transactions carried out.
•To ensure that all transactions are carried out in a transparent, fair and accountable manner.
•To ensure that your activities are carried out according to Oxfam logistics, purchasing and supply policy.
•To ensure that all working practices are adhered to according to Oxfam guidelines.

 

Technical Skills, Experience & Knowledge

Essential

•Degree in Supply Chain Management, Management, Accounting or related disciplined with 2–3
years’ experience in Transport, warehouse/asset management. A combination of relevant training and experience may be considered in lieu but not vice versa.
•Previous experience in producing high quality reports.
•Experience and/or demonstrable knowledge of Transport, warehouse and asset management
•Attention to detail and excellent numeric accuracy.
•Ability to keep clear and concise records.
•Proven ability to manage competing tasks and to priorities and produce high level output consistently.
•Excellent interpersonal skills and ability to work on own and within multi-cultural teams.
•Excellent computer skills (to include experience in computerized finance processes) and ability/preparedness to quickly learn new systems and software.
•Ability to plan with good organizational skills, including prioritization and ability to work under pressure.
•Initiative and ability to follow up on issues.
•Good written and spoken English & National language.
•Computer knowledge, MS word and excel.

Desirable

•Previous experience with INGO/Humanitarian Organisation.
•Knowledge on vehicle Tracking and other communication systems.
