Islamic Relief Jordan country office is seeking to hire the following position:
Senior Health Officer to work in Mafraq with frequent visits to the north and south of Jordan under the overall guidance of the Health Coordinator.

Job purpose and overall responsibilities:
Under the guidance of the Health Coordinator, The Senior Health Officer is responsible for design and implementation of Islamic Relief’s health projects in all areas of operation.
He/She is responsible for coordination and collaboration with other agencies, donor proposals, programme design and strategic planning ensuring high quality intervention, monitoring and accurate data collection, and deliverables within Donor and Islamic Relief guidelines. He/She is expected to be: 75% in the activity field locations, and 25% in IRJ offices
Major Responsibilities:
The senior health sector officer will be responsible for:
Project Management
- Contribute to the successful management of the health program through the program planning, implementation, monitoring and evaluation
- Adapt strategies in response to changing contexts, development and emergency response efforts, and project or funding needs.
- Support the health coordinator in resource mobilization efforts and the formulation of projects’ design, budgeting, and implementation planning
- Analyse programme medical data monthly making programming adjustments when appropriate
- Curate realistic DIPs and budgets and ensure proper and timely implementation of current projects and grants
- Track and monitor progress and performance against indicators and contribute in developing needs assessments with MEAL
- Monitor projects’ risks and challenges
- Oversee the quality of healthcare services provided and ensure the projects are implemented in line with donor proposals and requirements and in accordance with IRJ, donor, country, and international standards i.e. Sphere and CHS standards.
- Initiate kick-off and closure meetings for all projects with the relevant stakeholders (internal/external)
Documentation and reporting:
- Support in writing and submitting quality reports in a timely manner in collaboration with the project team and other IRJ departments
- Provide regular and as needed reports on the activities and progress of the health projects
- Ensure activities are documented and close follow-up on deadlines and submissions
- Ensure data collection is in compliance with IRW policies and procedures in collaboration with the MEAL department
- Close monitoring and supervision of data collected from beneficiaries and ensure its quality and security for the use in projects designs
- Follow-up on database management and technicalities
- Regularly update and follow-up on CRSS (Challenges, Risks, Solutions, Suggestions) log and lessons learned log
Staff Management
- Manage the project staff including day-to-day management, development and training, appraisals, etc.
- Supervise health staff to ensure project objectives and activities are achieved.
- Resolve conflict within the team and seek support from the line manager if necessary
- Conduct periodic (1-2-1 meetings) and annual performance evaluation for health team members
- Schedule regular un/announced field visits to monitor the implementation of activities
- Create realistic recruitment plans and follow-up on process
Financial Management
- Develop a budget spending plans
- Create budget tracking sheet and monitor expenditures burn rate and report any (over/under spend)
- Manage the budget of all projects and ensure all expenses are on track according to budget and meet IRJ standards in financial management, including accountability and good governance.
- Thoroughly review BVA reports and provide feedback on variances
- Report any financial risks and issues and develop mitigation strategies
Communication and Coordination
- Support the Health Coordinator in building, maintaining and managing external relationships (I/NGOs, Government etc.) with the aim of enhancing implementation and fostering new opportunities.
- Represent IRJ in networking and lobbying activities, policymaking events and technical cluster meetings
- Maintain regular and supportive communication other IRJ departments and sectors with the objective of ensuring positive cooperation.
- Managing all beneficiaries follow up, feedback, and complaints and report to Health Coordinator
Logistics and Procurement
- Have sufficient experience in technical purchases of medical items eg drugs, medical equipment, etc
- Provide high-level technical inputs on purchases
- Support the logistics activities in regard to the purchasing of supplies and equipment for the project and distribution amongst clinics/offices
- Prepare procurement plan and manage inventories
- Manage medical and disposable item stores
- Conduct visits for the suppliers and ensure their abiding with the contract terms
Technical knowledge Skills & abilities:
- Good knowledge of current humanitarian policy issues and the international humanitarian context.
- Knowledge of key development/Humanitarian donors engaged in Syrian response and development programmes (i.e. UNOCHA, UNHCR, WHO, UNICEF, USAID, GAC, FCDO, EU, private donors, etc.), and of procedures, accountability frameworks and best practices.
- Good knowledge of gender, protection, and inclusion issues in Jordan’s local contexts.
- Good understanding of international humanitarian principles and standards including CHS, SPHERE, ICRC Code of Conduct, etc
- Report writing, problem-solving, and leadership skills.
- Strong understanding of project cycle management, result-based management and M&E functions.
Personal knowledge Skills & abilities:
- Able to communicate effectively both orally and in writing with employees at all levels within the organization and externally and to relate to people from different backgrounds.
- Full professional competency in Microsoft Office Suite, especially Excel, Word, Outlook, and PowerPoint
- Previous experience with information management, health data analysis and use of data for program improvement
- Willingness to work flexibly when required for humanitarian emergency response
- Very good team management skills and the ability to lead a team of different backgrounds and skills.
- The ability to remain calm while dealing with conflicting priorities and working under pressure.
- High-level interpersonal, influencing, and communications skills.
- Consistently approaches work with energy and a positive, constructive attitude.
- Keenness and openness to perform any duties required by sector coordinator
Qualification:
- Medical background, medical doctor (MD/MBBS degree) preferred
- 4 Years experience, a minimum of 3 years of professional experience in health program management, including health in emergencies and health development—I/NGO experience required
- Extensive experience working with NGO health partners, health systems and providing technical assistance and support in developing or humanitarian country contexts
- Strong leadership skills and team management skills. Adaptable, flexible, and mature in judgment.
- Good assessment, planning, and reporting skills.
- Has the ability and motivation to travel and work in remote areas.
Languages:
- Very good in spoken and written English.
- Fluency in spoken and written Arabic
