This is to announce that Amman delegation has a vacancy for a PFL Officer at the Syria Missing Cell in Amman, Jordan.

For the past 150 years, the International Committee of the Red Cross’s Central Tracing Agency has been helping people separated from their loved ones because of armed conflict or other situations of violence, migration, or natural disaster. Within this context, the Syria Researcher works in a multidisciplinary Search team to develop, pilot and test innovative methodologies of search, leveraging data science, forensic investigative methodology and protection approaches to provide answers to the Families of the Missing on the fate and whereabout of their loved ones, who have gone missing in connection with the conflict in Syria.

Under the supervision of the Senior Protection of Family Links (PFL) Researcher for the Search team, the Syria Researcher contributes to clarifying the fate and whereabouts of persons missing in relation to the conflict in Syria since 2011. Through the analysis of the Syria Missing Caseload and the use of internal and external data, the Syria Researcher identifies avenues to search more effectively for Missing Persons with the ultimate aim to clarify the fate and whereabouts of the Missing.

ACCOUNTABILITIES AND RESPONSIBILITIES

Under the supervision of the Senior PFL Researcher, the Syria Researcher:

  • Analyses the ICRC Syria Missing Caseload in its entirety, using research and analysis methods and coordinating his/her works closely with the other team members (PFL Researchers, Data Analysts, A&E Specialists, and Forensic specialists). 
  • Researches, investigates, and analyses information related to the Missing and the circumstances of disappearances.
  • Identifies and categorises reliable sources of information among external actors and open-source information.
  • Supports with the analysis of large datasets and of scattered data, alongside PFL Researchers, Data Analysts, A&E Specialists, and the Forensic specialists.
  • Integrates a multidisciplinary approach to the search for Missing persons.

In particular She / He:

  • Provides contextualizes analysis and create hypothesis, synthesizes documents, and corroborates different data sources.
  • Supports with drafting reports on findings and proposes follow-up actions as part of the case management.
  • In close collaboration with the Data Analysts, draws lessons from caseload revision and analysis and further develops the methodology and tools to complete, corroborate or cross-check the information on the Syria Missing caseload.
  • Collects, processes, and analyses internal and external data (including from FoM Associations) and open-source information (OSI) related to individuals, separated missing or dead. Consolidates all relevant information (statistics, overview, analysis, and feedback if further information is needed).
  • Contributes to identify gaps in ICRC data collection and processing (data entry), data management and Search Strategy by providing analysis and proposals for longer-term search efforts.
  • Supports with drafting reports on findings and proposes follow-up actions as part of the case management.
  • Through caseload analysis, the Syria Researcher provides feedback for the attention of Protection colleagues.
  • Keeps up to date the list of sub-caseloads and shares possibilities of follow-up action with the Senior PFL Researcher.
  • Ensures accurate data collection and follow-up; contributes to the effective management of protection information and to analysis relating to PFL.
  • Contributes to written representations and produces timely and accurate internal reports

EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED

  • University Degree in Political Science, Sociology, Law, History, Transnational Crime and Justice, IHL/IHRL, Anthropology or related field. 
  • Typically, 5 – 7 years’ professional experience overall. At least 3 years’ experience in case management and drafting analytical and/or policy reports. 2-3 years’ experience before joining the ICRC in similar fields with other organizations (international, governmental or non-governmental organisation, journalism or Human Rights experience) or National Societies.
  • Proven experience in relevant research projects, and comfortable working with qualitative and qualitative data.
  • Excellent command of written and spoken English and Arabic.
  • Good knowledge of the Syrian context desired.
  • Ability to undertake responsibilities under supervision, but with considerable degree of autonomy.
  • Ability to work as part of a multidisciplinary team.
  • Computer proficiency: technological awareness, experience in using different databases or software tools used in analysis and management of casework.

RELATIONSHIPS

  • Internally, interacts with colleagues in the Search team (including PFL Researchers, Forensics, Data Analysists, A&E Specialists), the Syria Missing Coordination Cell, and PROT colleagues.
  • Externally, interacts with experts from other organizations (Civil Society, family associations, Human Rights Organisations, NGOs and INGOs, and UN bodies) as well as with other Red Cross and Red Crescent Movement Partners.
