DRC is looking for a Procurement Coordinator for an anticipated KFW-funded project in Jordan, who is responsible for all procurement matters related to the anticipated KFW funded project and ensures effective and timely day-to-day implementation and management of the procurement related to the anticipated KfW funded project. The Procurement Coordinator will be responsible for the planning and performing of tenders in line with KFW guidelines and the Jordanian rules and regulations. This position will process procurement files and report procurement activities in a transparent and accountable way, ensuring that goods, works and services are delivered efficiently, in-line with DRC and donor processes and procedures and in accordance with the principles of best value for money and international procurement standards.

 

About job:

 

The individual will report directly to the Head of Support Services. Your main duties and responsibilities will be:

  • Ensure adherence with DRC and donor policies, tools, handbooks and guidelines.
  • Implement delegated KFW project portfolio according to plan of action.
  • Responsible for the drafting and completion of all procurement files and packages for the KfW project from inception to conclusion.
  • Ensure all documents meet the requirements and standards set by the donor, including detailed specifications, terms, and conditions.
  • Create comprehensive ITB documents and all associated supporting materials, ensuring clarity and completeness.
  • Submit ITB documents to the donor for review and secure necessary approvals as needed.
  • Lead the process of addressing any comments or feedback from the donor on procurement documents.
  • Coordinate with relevant staff to gather necessary information and make required adjustments.
  • Ensure timely and accurate responses to donor inquiries and feedback.
  • Responsible for preparing of payment package of all financial transaction according to PR / invoice and rest of supporting documentation
  • Take ownership of the Procurement Plan (PP), ensuring it is comprehensive and up to date.
  • Monitor progress against the PP and adjust as needed to stay on track with project timelines and objectives.
  • Schedule and facilitate all meetings related to the procurement process, including pre-tender meetings, bid openings, and evaluation sessions.
  • Ensure all relevant stakeholders are informed and involved in these meetings as necessary.
  • Draft detailed and accurate minutes of meetings (MoM) for all procurement-related discussions and decisions.
  • Maintain organized and accessible records of all procurement files and documentation.
  • Ensure adherence to SOPs, DRC Operations Handbook and donor regulations at all times.
  • Review and highlight updates to SOPs as required.
  • Conduct regular spot-checks on procurement files and supporting documentation.
  • Conduct regular training and induction sessions on key procurement rules of KfW for both procurement and non-procurement staff.
  • On request perform any other additional duties assigned by the supervisor(s) in order to allow the organization to function optimally.

About you

 

To be successful in this role we expect that you possess the following:

  • Minimum of a Bachelor’s degree in Supply Chain Management, Public Management, Business Administration, Finance (or related degree)
  • Desired Advanced Certification or qualifications in any related procurement management.
  • Minimum 8 years of working experience in public procurement of works, goods and services including consulting services in complex projects
  • Active problem solving with a focus on collegial working and supportive staff to own solutions.
  • Experience in planning and performing tenders in line with KFW guidelines or other major donors eg. World Bank, USAID or similar.
  • Relevant experience with planning and performing tenders in line with Jordanian procurement rules and regulations.
  • Demonstrated experience of capacity building of staff through coaching, training and mentoring.
  • Knowledge of an ERP system and strong computer skills (MS-Excel, MS-Word, Outlook, Power Point etc.).
  • Able to work with tight deadlines and under minimum supervision.
  • Excellent analytical, communication and moderation skills with senior decision-makers
  • Fluency in written and spoken English and Arabic is a must
