Network Coordinator – Full-Time Contract

CONTEXT
Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis without discrimination and regardless of race, religion, creed, or political affiliation. Médecins Sans Frontières seeks a Network Coordinator for its mission in Amman, Jordan.
SCOPE OF RESPONSIBILITIES
The Jordan mission's network, admission, and planning component is dedicated to the medical management and administration of patient’s in home country, creating the necessary network of with different interlocutors for the identification, documentation, referral, admissions, and follow-up of patients matching the program’s criteria.
Coordinating broad aspects at home country and inside Hospital Admission activity, today it enjoys the presence of a Network Coordinator in charge of the overall design, the elements of Identification in the home country, the coordination between the different countries’ teams, access and flow of patients and caretakers overall, as well as opening and exploring other country’s needs.
The Reconstructive Surgical Hospital has a head of admission stationed in charge of the practical process of admitting patients inside the structure, the link with the different hospital departments on the day-to-day aspect of treatment, and the flow components within the facility.
All those components aim to provide holistic, high-quality services to the patient, using appropriate resources and a strategic network. They also coordinate aspects seeking a smooth patient flow and care pathways from identification to discharge.
ACCOUNTABILITIES
· The Network Coordinator is in charge of the overall design related to the activity network in the Middle East region. He/she oversees the quality of the process involving patient transfer from home country to Amman and back, medical screening, clinical condition evaluation at the onset of referrals, and continuity of care components at home post-treatment in the hospital. Additionally, he/she oversees aspects related to the security of patients during cross-border transfers and team composition and presence in the home country.
· Generally, the Network Coordinator is a key player in the regional aspect of the reconstructive surgical program (RSP) and the mission. He/she is the active link between the different missions on the activity and a key designer and executor, with the head of mission, of the missions’ regional strategy.
· His/her job entails frequent travels to the field, including today, Yemen, Iraq, Syria and other countries that may be developed. He/she also conducts the necessary explorations of reconstructive surgical needs in possible new countries of operations.
· He/she is in charge of developing a good understanding of medical and Humanitarian context and reconstructive surgery, as well as rehabilitation services in home countries (capacities, access, costs, speciality…) so that MSF Amman Hospital is in line with the needs identified in the countries of origin of the patients. These analyses aim to comprehend the need for war injuries and reconstructive surgery. The coordinator, as a member of MSF coordination, participates in the development of the operations of the program (RSP) and its strategic orientations.
SPECIFIC ACCOUNTABILITIES
Context Monitoring
· Context: Follow-up context and MSF strategies in targeted countries (with support and continuous exchanges with the Head of Mission, the RSP team, the cell, and other MSF missions in the region).
· Access: With HoM and countries' mission, follow up on the context in involved countries and its potential impact on the security of referral operations in the countries and at the hospital level, the expected number of patients’ admissions, and the logistic and administrative requirements change (Airport situation, access in conflict zones, road transfer, and security assessments).
· Medical/Surgical Situation: Reporting surgical priorities in targeted countries, proposing strategic orientations and network development, considering surgical care’s access contexts in referring countries, and medico/surgical capacities in RSP.
Management of the Patients’ Referring Countries
· Supervise and adjust the referral system according to activity development, detected medical/surgical gaps, and the specificities of the context and MSF operations: medical liaison officers, specific partnerships with institutions/NGOs/health facilities, punctual assignment of an MSF team, etc.
· Ensure the setup and implementation of proper referral and follow-up systems (framework for patients’ management at Medical Liaison Officers’ level, criteria and requirements for follow-up, monitoring system of waiting lists and outcomes, qualitative medical assessment, and information).
· Training / Updating of partners and counterparts as to MSF strategy, capacity, and changing humanitarian needs.
· Recruitment of new MLOs and new team components in the home country.
· Support the work of the MLOs, including medical networks, authorities, and operational security, in collaboration with MSF's coordination at the country level.
· Together with the Hospital Admission team, he/she ensures the safe arrival and return of the patients in coordination with the MSF project in the country of origin (context related, could involve other actors such as UN, ICRC, or IOM…) and by considering the constraints or specificity of each country or category of patient.
· Supervise, design, and manage the validation processes for external medical consultations for patients in their home countries.
Representation of MSF and partnership lead with authorities and relevant stakeholders
· Together with the teams in the home country, he/she maintains, constructively and continuously, a network of essential contacts and counterparts in various countries of interest to the MSF Medical and Humanitarian Operation.
· He/she acts as MSF’s representative with countries’ authorities (together with MSF coordination in the country), medical stakeholders, and any other local partner.
· Identification of medical structure for potential patients’ referral; negotiation of operational agreement; monitoring of the implementation of the agreement (patient diagnosis, follow-up: physio, psycho, particular field of surgery, etc.).
· Assess new countries to be added to the network and, together with the mission head, define the appropriate referral mechanism.
Synchronization of Admissions with Hospital activities
· Support the hospital Admission team in the absolute alignment of home country components and with the hospital constraints and processes, the potential decisions related to targets (number of admissions, breakdown of specialties, and origin of patients).
· Complete the cycle of pre-patient arrival quality of screening, medical file, as well as the follow-up and continuity of provided care through the home country component.
· Supervise the quality of medical files in the home country, their link to and proper function with the validation committee process, and adopt the necessary procedures to smooth the referral process.
· Coordinate the components of the waiting list, country distribution, security, access, and associated costs in collaboration with the hospital head of admission.
REQUIREMENTS
Education: Medical or Paramedical with experience in project coordination.
Experience: At least 2 years of humanitarian experience with MSF. Without MSF’s experience, at least 4 years of relevant humanitarian expertise.
Language: Mission Language (English) is essential, Arabic is a strong asset, and French is an asset.
Knowledge: Essential computer literacy (Word, Excel, Power Point & Internet).
