The Program / Department / Team

Informal Livelihoods Advancement Activity (Iqlaa) is a five-year funded program that aims to put Jordan’s home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) on a path to recovery, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth.

 

Mercy Corps approach to Iqlaa integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. The program encourages and supports the participation of all MSE-owner segments. Mercy Corps approach is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all.

 

Mercy Corps leads on the implementation of Iqlaa, and weaves together technical expertise from a robust set of national, regional, and international partners.

 

The Position

The MEL Coordinator will provide technical leadership and assistance in monitoring and evaluating activities within the Iqlaa activity. S/He will lead the operationalization and revision of the interventions MEL Plans in compliance with donor requirements. Collaborating with technical teams, other PQL team, and the sub-grantees, the MEL Coordinator will develop and amend the result chains, indicators, MEL plans to track and report on activity and indicators of interventions.

 

The MEL Coordinator will ensure timely and quality maintenance and implementation of MEL plans and data collection tools, to ensure high-quality reporting to the donor and Mercy Corps. S/He will develop data collection tools for the Iqlaa team, partners, and subgrantees as assigned, with the goal of collecting high-quality quantitative and qualitative data for reporting, adaptive management, and program decision-making processes. The MEL Coordinator will ensure that all data collection tools are well-designed and aligned with Iqlaa’s MEL frameworks, systems, applicable policies, and the established automated tools.

 

The MEL Coordinator will be responsible for drafting data collection tools and instruments, ensuring that Iqlaa MEL activities meet all applicable policies or guidance notes.

 

Under the supervision of the MEL Specialist/ Senior MEL and IM Coordinator, the MEL Coordinator will manage the whole MEL lifecycle for the assigned interventions and will be responsible for drafting and revising MEL plans and tools for Iqlaa’s partners and sub-grantees. Therefore, to analyze and report data to track progress, and demonstrate the impact of Iqlaa interventions.

 

Overall, the MEL Coordinator will be responsible for providing technical leadership and assistance, ensuring high-quality monitoring, evaluation, and learning activities, and promoting a culture of data use for adaptive management and improved program outcomes.

 

Essential Job Responsibilities

Monitoring, Evaluation, and Learning

• Support the MEL Specialist/ Senior MEL and IM Coordinator to maintain and operationalize the Activity Monitoring, Evaluation, and Learning Plan (AMELP) in compliance with the donor’s and Mercy Corps’ requirements.

• Design and implementation of comprehensive MEL for all assigned interventions, including the development of monitoring tools and reports for donors and stakeholders.

• Develop and implement monitoring and evaluation activities to align with department of state (DOS) and MC Jordan and global MEL requirements.

• Ensure the timely and quality implementation of MEL activities and data collection tools, using Iqlaa’s PQL automated systems and with a focus on qualitative data analysis and reporting.

• Establish data collection tools and instruments in coordination with all relevant stakeholders, including partners and all implementing partners, and ensure timely and quality development, testing, and management of data.

• Develop quantitative and qualitative data collection tools to monitor project progress against set milestones and evaluate the impact of project activities in targeted communities.

• Ensure the monitoring and evaluation part is included in any Iqlaa RFAs and RFPS, including those for partners and subgrantees.

• Work with the Information Management team to design data collection tools teams can utilize and in line with Iqlaa’s PQL Automated systems, including partners, can collect accurate data.

• Ensure proper MEL documentation, including MEL folders for indicators with all raw and analytic datasets/evidence, data collection tools, analysis workbooks, and related documentation.

• Ensure data protection in accordance with the Responsible Data Policy and evaluation requirements.

• Ensure monitoring and evaluation plans and tools, data collection, entry, cleaning, and storage are appropriately implemented by the subordinates.

• Analyze monitoring and evaluation qualitative data to an appropriate standard and use analysis results to inform project decision-making.

• Coordinate the implementation of surveys, focus group discussions, interviews, and follow-up on monitoring and evaluation exercises for various initiatives in targeted communities.

• Ensure compliance with relevant Mercy Corps MEL policy and donor MEL policies and regulations.

• Support the MEL Specialist/ Senior MEL and IM Coordinator and PQL Director in the annual planning life cycles as assigned.

• Complete any other duties assigned.

 

Data Collection and Monitoring

● Establish data collection tools and instruments that will be used by the Iqlaa team, including partners and all implementing partners, and ensure timely and quality development, testing, and management of MEL data, as well as monitor project progress against set milestones and evaluate the impact of project activities in targeted communities

● Develop data collection tools and instruments, including digitized data collection methods i.e., ODK collection built on XLS forms.

● Ensure a comprehensive and updated database for the project is maintained and reflected on Iqlaa information management system.

● Coordinate with all partners, sub-grantees, and technical leads to ensure adherence to Iqlaa MEL plans and data collection requirements.

 

Evaluation

● Undertake intervention-level evaluations as assigned by the supervisor.

● Development of evaluation questions and methodology for measuring the impact of assigned interventions.

● Coordinate the implementation of surveys, focus group discussions, interviews, and follow-up on evaluation exercises for the assigned interventions.

• Supports the MEL Specialist/ Senior MEL and IM Coordinator in the annual surveys. Mid-line evaluation, and final internal performance review and evaluation.

• Work with the MEL Specialist/ Senior MEL and IM Coordinator in the development of TORs and SoWs for planned MEL-related studies, evaluations, and assessments.

• Support the MEL Specialist/ Senior MEL and IM Coordinator and the PQL Director in the annual surveys, mid-line evaluations, internal evaluations, and end-line evaluation as requested by the supervisor.

 

Capacity Building and Mentoring

● Provide leadership and mentoring to the subordinates MEL team members. This includes maintaining a professional culture of excellence, engagement, and empowerment. Therefore, delegate duties purposefully to build the capacity of subordinates.

● Provide mentoring and/or training in the development of MEL plans, MEL tools, as well as survey design, methodology, data collection, and other skills as required for assessing the impact of the project on the MEL team, technical team, partners, and Iqlaa implementing stakeholders.

● Supervise and provide technical guidance to the subordinates , ensuring they effectively carry out their duties and responsibilities.

● Develop individual work plans and provide regular feedback and coaching to the subordinate MEL team members.

● Provide continuous support and mentoring to project subordinates to undertake enhanced MEL tasks in the project.

● Ensure that subordinates are adhering to DOS and MC MEL policies and procedures.

● Ensure that all subordinates are adhering to ethical and data protection standards while collecting, storing, and sharing data.

● Conduct performance evaluations for subordinates and develop capacity-building plans to address any identified gaps.

● Foster a positive team environment, learning culture, encourage collaboration, and recognize team members’ contributions to the project’s success.

 

Reporting

● Ensure appropriate internal communication and feedback systems are in place and functioning so that MEL informs project planning and implementation.

● Develop and disseminate timely intervention-level quantitative and qualitative MEL findings, insights, and learnings in coordination with the supervisor.

● Ensure high-quality and timely preparation of MEL quantitative and qualitative data for reports for the assigned interventions and/or as assigned by the supervisor.

● Contribute to the regular MEL reports.

 

Project Coordination Activities

● As assigned, support the MEL Specialist/ Senior MEL and IM Coordinator in monitoring consultants’ work regularly and reviewing deliverables provided to make sure they’re meeting the minimum standards.

● Ensure the integration of team members and partners into MEL-relevant decision-making processes.

● Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian and development missions.

● Ensure implementation of safeguarding policies and procedures.

 

 

STRATEGY AND PLANNING

● Work with the regional senior leadership team to develop and support the regional strategy.

● Mobilize support services and risk management resources to enable country and regional leadership teams to execute their respective strategic priorities.

● Lead the development and administration of regional and country level reports on key finance, operations and human resources indicators.

● Manage and administer regional core budgets in coordination with regional and global leadership.

● Lead on measurement and analysis of regional key performance indicators to inform strategic decision making.

 

REGIONAL SYSTEMS AND SUPPORT FUNCTIONS

● Ensure that effective systems are in place in all country offices for the adequate management of human resources, financial and operational field support functions.

● Review and support country team adherence to Mercy Corps and donor policies and procedures.

● Capture and disseminate best practices on operations, finance and HR systems across country teams to ensure highest quality and standards.

● Provide dedicated support to country teams in the event of an emergency or startup of a complex program that requires additional resources.

● Collaborate with country finance leads in producing bi-annual master budgets.

Accountability

Reports Directly To: MEL Specialist/ Senior MEL and IM Coordinator

Works Directly With: Program Quality and Learning (PQL) Director, PQL team, Technical leads, Communications team, procurement team, procurement and finance teams, and implementing partners and subgrantees.

Minimum Qualification & Transferable Skills

▪ Bachelor’s degree in quality management, project management, Sociology, Economics, Statistics, International Development, or other relevant fields.

▪ Master’s degree in Sociology, Economics, Statistics, International Development, or other relevant fields is highly preferred.

▪ Minimum of 3 years of experience, 2 of which within international development or humanitarian assistance projects. The specific experience in MSEs/HBBs development is a plus.

▪ Proven experience in leading a team.

▪ Demonstrated skills in data collection, statistical analysis methods, and database management.

▪ Demonstrated experience in building log-frame, indicators, and relevant data collection tools.

▪ Experience developing and delivering training on MEL.

▪ Very strong writing skills, including reports, best practices, case studies, etc.

▪ Proficiency in Microsoft Office applications, including Excel and Word.

▪ Proficiency in developing XLS forms and using ODK is required.

▪ Fluency in spoken and written Arabic and English.
