Terms of Reference for - MEAL Volunteer



 


Background

Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice and Gender Justice.

As part of the SPRING Project, Oxfam and partners are conducting a baseline assessment to strengthen protection systems, improve access to integrated services, and promote community participation. Volunteer enumerators will play a key role in collecting household survey data and supporting FGDs across target governorates.

 

Scope of SERVICES

The volunteers will directly support the MEAL teams and partners in conducting baseline data collection. Work will be coordinated from the Amman office with field visits to Amman, Zarqa, Ramtha, and Mafraq.

Specific tasks include:

  • Administer household surveys using digital tools.
  • Support facilitation of FGDs (note-taking, logistics, participant engagement).
  • Ensure informed consent and confidentiality of respondents.
  • Report daily progress to supervisors and participate in debriefs.
  • Follow Oxfam’s safeguarding, ethical, and data protection standards.
     

Timeframe 

Duration: 7- 8  working days
 

Deliverables

The volunteers are expected to deliver the following:

  • Attend enumerator training and pilot testing (late August).
  •  Conduct household surveys and FGDs in assigned governorates.
  • Submit completed questionnaires and notes daily
  •  Participate in daily debriefs and quality assurance checks.
  • Support data cleaning and verification as required.


    Required Qualifications

Technical Competencies

  • Previous experience conducting household surveys and/or FGDs, preferably in humanitarian or development programs.
  • Experience using digital data collection tools (KoboToolbox, ODK, SurveyCTO, or similar).
  • Good understanding of quantitative and qualitative data collection methodologies.
  • Familiarity with protection programming (GBV, CP, MHPSS, legal assistance, disability inclusion).
  • Ability to follow research protocols and accurately administer structured questionnaires.
  • Strong interviewing, facilitation, and note-taking skills.

Protection and Ethical Standards

  • Understanding of humanitarian principles and protection principles, including Do No Harm, confidentiality, informed consent, and data protection.
  • Ability to conduct interviews on sensitive topics in a respectful, non-judgmental, and survivor-centred manner.
  • Commitment to safeguarding, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), and child safeguarding principles.
  • Knowledge of referral pathways for participants requiring protection support is an asset.

Language Skills

  • Fluency in Arabic (spoken and written).
  • Basic English skills desirable for understanding tools and reporting.

 

Positions & Locations

A total of 7 volunteer enumerators will be recruited:

  • Amman – 1 position
  • Zarqa – 2 positions
  • Ramtha – 2 positions
  • Mafraq – 2 positions

Both female and male enumerators will be engaged to ensure gender-sensitive data collection.
