Job Title:                       Monitoring, Evaluation, Accountability and Learning (MEAL) Manager                   

Report to:                      Head of Mission as Line Manager and HQ MEAL Advisor as Technical Referent.

Department:                  MEAL 

Supervision Of:             MEAL Officer

Duty Station:                 Amman with frequent travel to field offices in Irbid & Karak

Contract Duration:      From 01/11/2023 till 30/03/2024, renewable based on performance and availability of funds.

ABOUT INTERSOS:

INTERSOS is an International NGO that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people.

We provide primary assistance in terms of food, shelter, medical assistance and basic goods, while also ensuring that basic needs, education, safe water and health needs are met during the recovery phase.

Since 2012, INTERSOS has had operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).

In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection.

OBJECTIVE OF THE POSITION:

Support the Programme Manager and the Head of Mission on the management and implementation of MEAL processes, activities and tools throughout the project life cycle, as per the MEAL plans and following INTERSOS MEAL standards, in order to guarantee the quality and relevance of the intervention.

Work closely with the Programme Manager and the Head of Mission to guarantee proper accountability in the Mission, as well as to foster a culture of learning and knowledge management. 

MAIN RESPONSIBILITIES: 

Monitoring and Evaluation

  • Support the Programme Manager in developing and reviewing the mission MEAL strategy, in accordance with INTERSOS standards.
  • Provide relevant inputs in the development of indicators and means of measurement in the project’s proposal design and planning phases (log frame, indicators definition, MEAL and Accountability Plans) ensuring that MEAL is an integral part of the project life cycle and that resources are included in proposal development.
  • Participate in the development, update and implementation of assessment and participatory monitoring and evaluation tools and processes. Facilitate accurate data collection and effective communication of monitoring information as per agreed objectives ensuring accountability to donors, clusters, and affected populations.
  • Promote all aspects of the MEAL sector to support the creation of an organisational culture promoting quality programming and ensuring the MEAL system is understood and supported at Mission level. Respect and promote INTERSOS policies and report to the Head of Mission any non-respect of policies amongst the teams or partners.
  • Train the Programmes team on the proper use of monitoring tools and support them in the data collection and analysis.
  • Participate to regular meetings with Programme team to follow-up on programmes implementation and adapt MEAL activities accordingly.
  • Conduct regular technical field visits to project sites to support the projects teams in monitoring ongoing programmes, and provide and follow up on recommendations to improve the activities.
  • Ensure that MEAL soft and hard versions of tools and files are properly archived, secured and easily accessible as per the Mission’s related standard procedures.
  • In collaboration with the Programmes Manager, develop learning tools and promote learning workshops and exercises.
  • Participate to training and workshops on MEAL sector, and represent INTERSOS in MEAL-related events as needed.

Data management

  • Revise and approve project DB produced at the beginning of each project.
  • Support the Programmes team in creation of data collection tools, when needed, and in the analysis and systematic collection of data for the projects.
  • Develop and improve dashboards as requested by the Programmes team or the Head of Mission
  • Ensure regular update of the indicators in the projects’ DB and report project indicators to clusters and other relevant stakeholders as needed.

Accountability

  • In collaboration with the MEAL Officer, ensure the strengthening and development of quality MEAL activities and effective and sustainable accountability mechanisms, including complaint and feedback mechanism for beneficiaries, stakeholders and donors.
  • In coordination with the Head of Mission and the HQ Internal Auditor, support the MEAL Officer in regularly analysing the Mission’s Complaint Feedback and Response Mechanism (CFRM), and provide feedback to the SMT.
  • Ensure respect of cross cutting themes (gender, vulnerable categories, data protection, etc.) across MEAL activities and that the community engagement is done in an appropriate and respectful manner.
  • In collaboration with the MEAL Officer, ensure staffs are regularly trained on AAP and the available CFRM.
  • Assist in conducting investigations related to complaints producing all relevant investigation documents, as requested.

Reporting

  • Provide regular reports on the progress of the MEAL activities. Prepare and submit quality reports ensuring they are highly accurate, comprehensive and well documented.
  • Provide written reports to the Programmes Manager on field visits.
  • Support the Programme Manager and the Head of Mission in the production of high-quality analysis reports to illustrate INTERSOS’ impact, including evidence of good practice and replicable programmes, and ensure that they are communicated appropriately.

POSITION REQUIREMENTS:

  • Essential degree in Statistics, Information management, Social Science, Demography, Social studies or any related field
  • Minimum four years’ experience in MEAL
  • Desirable previous experience with NGOs in developing/emergency countries
  • Experience in implementation of MEAL systems
  • Experience in developing and conducting quantitative and qualitative surveys
  • Information Management Systems expertise (knowledge and previous experience in the use of data collection, data management tools and statistical analysis) and good level of computer literacy
  • Desirable experience in implementation of beneficiary complaint and feedback mechanisms
  • English language essential.
