The GIZ Jordan Project "Centres for Migration and Development (ZME)is seeking to hire a “Vocational Training and Labour Market Advisor – Focus: Labour Mobility” for full-time based employment.

The global programme "Centres for Migration and Development" (ZME) is part of the Group “Flight, Migration, and Return” in the Department “Sector and Global Programmes”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the centres help to shape safe and regular migration that benefits all sides: Embedded in the structures of the cooperation countries, they advise people on regular work or training migration and at the same time support returnees from Germany and other countries to reintegrate socio-economically in their country of origin. In this way, the centres enable the partner structures to support people in all phases of the migration cycle.  

Qualifications and Specialist Knowledge

  • Bachelor’s degree in management, social sciences, economics, or any other related field.
  • At least 7 years professional experience and proven expertise in project management.
  • Experiences in advising governmental institutions in Jordan.
  • Excellent knowledge about career counselling, the German and Jordan labour market, practical experiences in the German labour market are desirable.
  • Proven experience in capacity development and training of partner institutions.
  • Very good advising, empathy, communication, cooperation, organisational, and networking skills.
  • Excellent commitment, team spirit, reliability, and intercultural understanding.
  • Very good written and spoken English and Arabic with the ability to prepare clear documentation, correspondence, and reports; B1 German language skills required.

Main Responsibilities

  • Provide advice to persons interested in international labour market mobility for work or vocational training. Knowledge about labour market mobility to Germany and EU is relevant in particular. 
  • Provide technical advisory on international labour mobility and relevant skills development to governmental partners, particularly the Ministry of Labour (Jordan), and other relevant public and local institutions.
  • Identify capacity development needs of governmental counterparts and partner institutions, and design, plan, and implement relevant capacity development measures to establish labour mobility advisory/ supportive structures in close coordination with partners.
  • Coordinate the establishment and operationalization of German language learning structures within institutions of the Ministry of Labour (Jordan) and other relevant partner institution.
  • Maintain coordination with relevant stakeholders, including universities, vocational training institutions, implementing partners, experts and consultants, as well as relevant teams within GIZ, to support the effective implementation of project activities.
  • Develop technical concepts, implementation approaches and Terms of Reference (ToRs), manage related procurement and tendering processes, and the oversee of the implementation of service contracts and partnerships.
  • Support the Head of Project and technical team in the overall project implementation, coordination, monitoring and reporting of project activities and outputs.
