“The Near East Foundation (NEF) Regional/Siraj Financial Services (SFS) are recruiting a HR Senior Officer to be based in Amman, Jordan. This position will initially be under an NEF contract, seconded to SFS. Once SFS’s registration in Jordan is finalized, the candidate will transition to an SFS contract”. For over 100 years, the Near East Foundation has worked to build more sustainable, prosperous, and inclusive communities in the Middle East, Caucasus, and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Its programs are organized around three themes: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.
SFS Background
Siraj Financial Services (SFS), registered in Belgium with a regional office in Amman, is committed to driving sustainable economic growth in Northern Syria by empowering local entrepreneurs. Building on NEF's successful revolving credit fund pilot, which provided small loans to entrepreneurs in Ar-Raqqa, Deir Ez-Zor, and Al-Hasakeh, SFS is advancing this initiative by commercializing the model and expanding its reach. Targeting micro, small, and medium enterprises (MSMEs), we offer micro-loans and development loans alongside non-financial services such as business development training, coaching, and market facilitation. Our focus is on supporting women, youth, and vulnerable groups, prioritizing high-value sectors such as agriculture, manufacturing, services, and trade to ensure their active participation in the region's economic development.
Position Description
The HR Senior Officer at Siraj Financial Services (SFS) is responsible for overseeing and managing all human resources functions to support the organization’s mission of empowering entrepreneurs. This includes ensuring effective recruitment, employee management, compliance with organizational policies, and fostering a positive and productive work environment. The role requires close coordination with internal departments, maintaining robust HR systems, and contributing to the strategic development and implementation of HR practices aligned with SFS’s goals and values.
Responsibilities
• Attract, appoint, and retain qualified employees who align with SFS’s mission and vision.
• Prepare and publish job advertisements, manage recruitment processes, and ensure timely onboarding of new staff.
• Receive, filter, and arrange job applications, and coordinate interviews with candidates.
• Prepare appointment letters, contracts, and other relevant documentation for new hires.
• Ensure new employees complete all required onboarding processes, including documentation and orientation.
• Maintain and update employee records and data in the MenaItech system.
• Calculate and process salaries in collaboration with the Finance Department, ensuring adherence to SFS salary policies.
• Manage employee benefits, including health and life insurance, and coordinate with insurance providers.
• Oversee end-of-service procedures, including clearance processes and compliance with labor laws.
• Develop, update, and implement HR policies, ensuring alignment with SFS’s strategic objectives.
• Monitor attendance, leave systems, and official holiday compliance, providing regular reports to management.
• Supervise the employee evaluation process, ensuring fair and consistent application of performance policies related to promotions, bonuses, or disciplinary actions.
• Prepare and implement training and development plans, monitor training outcomes, and ensure alignment with employee growth and organizational needs.
• Compile and present periodic HR reports and administrative documents to senior management.
• Address employee matters, including transfers, career progression, probation evaluations, and disciplinary actions, ensuring adherence to organizational policies.
• Organize and oversee sick leave and employee support programs, including health and wellness initiatives.
• Assist in verifying references for job candidates and contribute to the hiring decision process.
• Perform any additional HR-related duties as assigned, ensuring alignment with SFS’s bylaws and operational goals.
Qualifications and Requirements:
• Bachelor’s degree in a related discipline is required; additional certifications or training in HR or related areas is an advantage.
• At least 5-7 years of experience in human resources or a related field, ideally within financial services or development-focused organizations.
• Proven ability to manage multiple tasks simultaneously with efficiency and clarity.
• Proficiency in using relevant computer programs, particularly Microsoft Word and Excel.
• Strong communication skills in both spoken and written Arabic and English.
• Demonstrated ability to work collaboratively in a team environment and maintain performance under pressure.
• High attention to detail and accuracy, ensuring the quality and reliability of HR operations.
