Job Description and Requirements

BACKGROUND  

The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society,

ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.  

 

Under Component 2.2., ERA TO1 supports Anchor Firms using a market demand approach to collaboratively develop tailored and targeted assistance to help maximize the firm’s growth. ERA works closely with each Anchor Firm to co-develop an intervention plan, through a buyer-led approach (BLA), that identifies and prioritizes barriers to growth and sets out a clear plan to address these constraints.  

 

OBJECTIVE 

The subject anchor firm owns and operates a food packaging and disposables manufacturing facility in Jordan, established two decades ago. The facility is equipped with state-of-the-art machinery, and the company has accumulated extensive production and quality knowledge over its 20 years of experience, ensuring the consistent delivery of top-quality products. 

 

ERA seeks to identify a qualified consultant to facilitate the attainment of Forest Stewardship Council (FSC) certification for the anchor firm to advance its dedication to responsible and sustainable forest management by ensuring adherence to FSC standards and practices, thereby fortifying the company's commitment to sustainability. 

 

This Scope of Work (SOW) will contribute to the implementation of ERA activities aimed at anchor firm competitiveness (Component 2.2), included in the Y2 workplan Activity 2.2. Provide technical assistance on competitiveness for anchor firm.  

 

DETAILED RESPONSIBILITIES   

Phase 1: Pre-Certification Preparation and Capacity Building 

  • Prepare inception report outlining assignment objectives, plans, and timelines.  
  • Conduct a comprehensive evaluation of the firm's current practices, procedures, and documentation to identify gaps and areas requiring adjustment to meet FSC certification criteria that will feed into gap analysis report. 
  • Provide a detailed report outlining identified gaps and recommendations for alignment with FSC standards with the objective to Obtain the FSC certification for the factory/production line/product. 
  • Collaborate with the firm's relevant departments to create or refine documentation, including manuals, policies, and procedures, that reflect FSC standards and principles. 
  • Develop clear policies that define the firm's commitment to sustainable sourcing, responsible forest management, and compliance with FSC requirements. 
  • Work closely with the firm's teams to seamlessly integrate FSC requirements into daily operations, ensuring that sustainable practices are effectively implemented. 
  • Develop and conduct comprehensive training sessions to educate the firm's employees about FSC principles, criteria, and the significance of responsible forest management. 
  • Equip key staff members with the knowledge and tools to ensure continued compliance with FSC standards. 

Phase 2: Certification Process and Continuous Improvement 

  • Guide the firm in preparing all necessary documentation, process, changes, and information required for obtaining the FSC certification process.
  • Ensure that documentation is organized, complete, and readily accessible for the firm's engagement with the certification body. 
  • Assist the firm in conducting internal audits to ensure alignment with FSC standards and identify areas needing improvement. 
  • Collaborate on implementing corrective actions to address any identified non-conformities or improvements. 
  • Prepare submission documents and provide guidance on engaging with the chosen FSC-accredited certification body, initiating the certification process, and scheduling audits 
  • Offer support during the certification audit, including addressing auditor inquiries and assisting with on-site assessments. 
  • Prepare assignment final report containing observations, action items/plan, and any other relevant information.  

JOB QUALIFICATIONS  

  • Industrial Engineering Degree or Academic background in Environmental Science/Sustainable Resource Management. 
  • In-depth knowledge of FSC standards and certification processes.  
  • Proven success in guiding firms to achieve FSC certification. 
  • Advance report writing and presentation skills.  
  • Proven experience in conducting training and capacity building. 
  • References from 2 completed FSC certification projects.  

REPORTING 

During this assignment and activity, the consultant will directly report to the Anchor Firm Competitiveness Advisor.  

 

LOCATION OF ASSIGNMENT 

This assignment shall be conducted in Jordan.
