Job Description and Requirements

International Orthodox Christian Charities (IOCC) is an international non-governmental development and relief organization that responds, without discrimination, to those who are suffering and in need, to enable them to continue to improve their own lives and communities and to have means to live with dignity, respect, and hope.

 

I. Summary: 

 

IOCC seeks a Field Coordinator to support the Project Manager in the implementation of shelter and economic empowerment activities that provide emergency cash assistance to address shelter needs in the host community; support and equip refugee and vulnerable Jordanian women and persons with disabilities (PWDs) in rehabilitating and making accessibility enhancements in shelters within their communities; and assist in new shelter construction and shelter rehabilitation work in Azraq Refugee Camp.

 

Under the direction of the Project Manager, the Field Coordinator will lead daily implementation of field activities primarily in the host community (such as Amman, Irbid, and Karak). The Coordinator will supervise Project Officers & Engineers, monitor the performance of contractors and partners, ensure quality of field activities, maintain compliance with project, donor, and IOCC requirements, support project reporting and documentation, and support project visibility. The Coordinator will also provide support for Azraq Camp activities when requested.

 

 

II. General Responsibilities:

 

Responsibilities will include, but are not limited to:

 

• Support Project Implementation: Support the Project Manager in execution and day-to-day management of shelter rehabilitation and economic empowerment project(s), ensuring activities are aligned with IOCC and donor objectives, timelines, work plans, and budgets.

 

• Coordinate with Engineering Team: As assigned, act as the primary liaison between Project Officers & Engineers and the Project Manager to ensure technical requirements, quality standards, and project specifications are followed during implementation.

 

• Monitor Progress: Regularly track project activities and provide real-time updates to the Project Manager and IOCC management and other stakeholders on work progress, challenges, and achievements.

 

• Conduct Regular Site Monitoring: Support the Project Manager in conducting regular field visits to monitor project activities, assist Project Officers & Engineers with technical issues, liaise with project community-based organizations (CBOs) and other community stakeholders, gather feedback from project participants and community members, and ensure activities are progressing according to the approved timeline and standards.

 

• Document Project Information: Ensure that all required documentation for the project(s) is complete, including project reports and database, beneficiary files, BoQs, assessments, and photos. Maintain accurate and accessible records for the entire project lifecycle and be able to quickly respond to inquiries for project data.

 

• Support Procurement and Financial Management: Assist the Project Manager, in coordination with the Finance Department, in monitoring project expenditures and ensuring that spending remains within the approved budget. Participate in the procurement process, as necessary, and ensure financial documents are submitted in coordination with the Finance Department.

 

• Ensure Compliance: Support the Project Manager in ensuring that the project activities are in compliance with IOCC policies, donor requirements, and relevant local laws.

 

• Report and Update: Regularly prepare and submit internal and external reports, including weekly progress updates and other reports, as requested by the Project Manager.

 

• Support Stakeholder Coordination: Facilitate communication and coordination between IOCC, contractors, local partners, and external stakeholders, as assigned. Ensure smooth execution of project activities and resolve any implementation issues that may arise.  As requested, represent IOCC externally, such as in coordination meetings, donor visits, and other external engagements.

 

• Assist with Proposal Development: Support the preparation of concept notes, proposals, and reports for new projects or extensions, providing recommendations for activities and improvements.  In coordination with the Project Manager, build networks that could support business development opportunities for IOCC.

 

• Other Duties: Perform additional tasks as requested by the Project Manager, ensuring that project objectives are met, and any challenges are addressed promptly.

 

 

III. QUALIFICATIONS

 

• Knowledge and Skills: Strong organizational and analytical skills with the ability to develop and execute work plans and monitor progress towards goals; excellent communication skills, both written and verbal, including the ability to effectively present information to diverse stakeholders; computer skills (particularly Microsoft Word, Excel, PowerPoint, and Outlook); ability to work collaboratively with a multicultural and interdisciplinary team, including coordinating with multiple stakeholders and partners; data collection, sorting, and analysis; fluency in Arabic and English (spoken and written) required; ability to adapt to changing priorities and manage multiple tasks simultaneously; technical shelter expertise required with a degree in engineering or architecture a plus; experience with cash programming a plus; experience with economic empowerment programming, specifically for women and/or PWDs, a plus.

 

• Ability to build strong personal and organizational relationships across a wide range of stakeholders, including internal and external staff, other organizations, and other contacts; sensitivity to cultural conditions and practices; adherence to procedures, regulations, local laws, and other requirements; ability to think strategically, analyze issues, and make appropriate recommendations; ability to maintain confidentiality and handle sensitive information with discretion; ability to manage teams and empower staff; ability to operate within changing and challenging contexts; project and financial management.

 

• A minimum of three years’ experience, working for a national or international NGO.  Mid/senior-level project implementation experience required with project management and coordination experience a plus. Familiarity with project management, as well as budgeting, financial management, and cost analysis. Experience working in non-traditional work environments, such as a refugee response and/or in a refugee camp, a plus.  Experience with gender and/or disability mainstreaming in projects required, experience implementing gender-specific projects a plus.

 

• University/college degree in relevant field – such as engineering, architecture, or international development – required.  

 

• Valid driving license required.

 

 

IV. CONTACTS/KEY RELATIONSHIPS:

 

• IOCC Project Manager: Direct supervisor; responsible for project oversight and coordination

 

• IOCC Project Officers & Engineers: Coordinate and directly manage assigned engineering teams in the field.

 

• IOCC Finance and Administration: Collaborate on financial management, documentation, procurement, and logistics

 

• Contractors and Local Partners: Work closely with contractors and local partners to ensure project requirements and specifications are met

 

 

 

V. WORKING CONDITIONS / REQUIREMENTS

 

• The position is located in Jordan. Travel within the country is required (refugee camp and host community locations) with potential international travel, as needed

 

• Awareness of local customs and security situation and conditions
